The government considered a consolidated report on state control (supervision) and municipal control for the results of 2025. The document records a reduction in inspections, except for those conducted in accordance with the Tax Code, by 5.5 times compared to 2019 and an increase in the share of remote inspections by 20%.
The total number of inspections decreased by 6.9% compared to 2024 and amounted to 273.1 thousand. At the same time, the overall effectiveness of inspections reached 80.18%. For comparison: in 2024, this indicator was 66%. Inspections triggered by risk indicators remain the most effective at 88%. Inspections of the non-commercial sector, including budgetary institutions, decreased by 15.3%. The main result for 2025 is that the control burden on businesses and budgetary institutions will be audited at a historically low level, while the quality of control has increased.
“From fragmented rules and paper carriers, we have transitioned to a fully digital system of control and supervision, oriented towards risk. The purpose of this change is to reduce the administrative burden on business and increase the efficiency of control. The results of last year show that we have managed to achieve a stable result: there are fewer inspections, while their effectiveness is growing,” commented the Deputy Chairman of the Government – Head of the Government Office Dmitry Grigorenko.
At the same time, the share of classic on-site inspections is decreasing, giving way to remote formats. First of all, this concerns the mobile application “Inspector,” which has become a mandatory digital tool for all control authorities since 2025. With its help, 25.9 thousand events have been conducted—from inspections to preventive visits and consultations. The application allows inspectors to work remotely via video communication, record violations with geolocation tagging, and exchange documents through the built-in chat.
Unmanned aviation systems (UAS) have also been actively implemented. In 2025, with their help, 9.5 thousand control measures were carried out—mainly observations for compliance with mandatory requirements and field inspections. Drones allow remote and hard-to-reach objects to be inspected without the presence of an inspector on site. The regulatory framework for their use is established in 19 types of federal control—from land and environmental to veterinary, forestry, and transport. The leaders in the use of UAS have become Rosreestr and Rosselkhoznadzor.
In addition, RANHIGS conducted sociological surveys on the perception of state control in March–April 2026. The proportion of respondents who trust control authorities reached 68.2%. For comparison: in 2020, this indicator was 49.7%. About one third of respondents (32.4%) associate increased protection precisely with a reduction in the number of excessive business inspections and their replacement with preventive measures.
The consolidated report was prepared by the Ministry of Economic Development based on approximately 30 thousand reports from control bodies and data from state information systems.
