The VI All-Russian Conference “Personnel Work and Labor Organization in Scientific and Educational Organizations of Higher Education” took place at the Saint Petersburg Peter the Great Polytechnic University. At the event, heads of organizations and personnel departments, specialists in personnel management and labor organization discussed current industry issues. The All-Russian conference “Personnel Work and Labor Relations in Scientific and Educational Organizations of Higher Education” is a key professional platform for specialists in the field of personnel management, labor relations, and social partnership working within the system of higher education and science in Russia.
The conference is held on the initiative and under the organizational leadership of the Ministry of Science and Higher Education of the Russian Federation and unites leaders and specialists of personnel departments, labor protection specialists, representatives of trade union organizations, legal departments of universities and research centers from across the country.
In 2026, the conference will be held at the Peter the Great St. Petersburg Polytechnic University campus for the fifth consecutive time, which testifies to the sustainable status of SPbPU as a recognized center of competence in the field of human resource policy and labor relations in the higher education system.
With a welcoming word to the participants of the conference, the rector of SPbPU Andrey Rudskoy addressed them: If we talk about higher education, it is important for us today the quality of education, not the number of counted hours, therefore it is necessary to create all the conditions for this. The conditions of labor are the foundation on which the entire system of work is held. They say that the main value of a university is knowledge and students. Undoubtedly, this is so, but knowledge is created and transmitted by people, teachers. Being a teacher is a great mission.And, of course, in order for them to be able to fully and productively impart their knowledge, teachers must feel comfortable and safe in this environment. I believe that today we face the task of transforming human resources policy through the introduction of effective contracts, the development of mentorship, and continuity within teams. And, of course, creating a comfortable and safe environment for university employees is the mandatory minimum of labor activity.
Modern universities and scientific organizations operate in conditions of rapidly changing legislation, digital transformation of personnel processes, and increased demands on the quality of personnel management. Ensuring safe working and learning conditions, compliance with labor rights of employees and students, and building effective social partnerships are tasks that acquire special relevance in the context of implementing state policy in the field of science and higher education.
Today, universities and research centers operate in conditions of dynamic changes in legislation, active digitalization of the personnel process, and growing demands for the quality of management. In these conditions, issues of ensuring safety, observing labor rights, and building effective social dialogue acquire special significance. They become priorities in the implementation of state policy in the fields of science, higher education, and scientific and technological development as a whole, ” noted Denis Sekirinsky, Deputy Minister of Science and Higher Education of the Russian Federation, in a video address.
The conference creates a space for professional dialogue between representatives of relevant federal agencies, university leadership, practicing specialists, and the expert community.
The purpose of the conference is to discuss best practices, current trends, and problematic issues of personnel work, labor relations, and social partnership in the organization of higher education and science; to develop a unified approach to the implementation of personnel policy in the context of changing regulatory and legal framework.
Opened the conference was the plenary session “Personnel sovereignty in the system of science and higher education: new legal realities, strategic priorities, best practices.” The moderator of the session was Sergey Chuev, head of the Department of State and Municipal Administration at the State University of Management. The director of the Department of Personnel Policy of the Ministry of Education and Science of Russia, Alexey Svistunov, spoke about priority areas of personnel policy in the field of education and science.The Chairman of the Committee on Labor and Employment of the Population of Saint Petersburg Vasily Ponidelko gave a report on the topic: “The Petersburg model of ensuring personnel sovereignty: from strategic planning to the practice of reproduction of scientific and pedagogical personnel.” The report on the topic: “University as an economic system: from standardization to increasing labor productivity and performance management” was presented by the president of the Southern Federal University Marina Borovskaya.In addition, at the plenary session, speeches were given by the Deputy Chairman of the Professional Union of Workers of Public Education and Science of the Russian Federation Eduard Temnov, member of the Central Council of the Trade Union of the Russian Academy of Sciences Natalya Tyurnina, Deputy Director for Scientific Work of the Research Institute of Occupational Medicine named after Acad. N. F. Izmerov Evgeny Zibarev, and Chief State Labor Inspector of the State Labor Inspection in St. Petersburg Viktoria Gaber-Korn.
Then the work of expert and practical sessions, discussion platforms, and round tables began. At the events, changes in legislation, prevention of crisis behavior of trainees, work with personal data, labor disputes, digital HR, identification and assessment of professional risks, mobilization and military registration, competency diagnostics, and much more were discussed.
Participation in the conference provides representatives of educational and scientific organizations with the opportunity to receive up-to-date explanations on personnel policy and labor issues directly from employees of the Ministry of Education and Science of Russia. It is also an excellent platform for exchanging experiences and gaining practical skills.
