Beijing, June 10 /Xinhua/ — This year marks the 25th anniversary of the founding of the Shanghai Cooperation Organization (SCO), which is currently the largest regional international organization in the world both geographically and in terms of population size.
Over 25 years, the sphere of interaction among the SCO countries has significantly expanded: initially focused on security, today it includes such a wide range of directions as economy, trade, humanitarian exchanges, and others. And professional education, serving as a key link between industry and personnel, is becoming a new driver of practical cooperation within the SCO framework.
“Master Lu Ban Workshop,” named after the famous ancient Chinese craftsman Lu Ban, is a brand of international professional education that was initiated and promoted by the authorities of the city of Tianjin / Northern China/.
5G REQUIRES LONG-TERM PREPARATION OF CITIES
The area for building the physical 5G network, the comprehensive training zone for the use of 5G technologies, virtual classrooms… In the “Lu Banya Workshop” at the Moscow Technical University of Communications and Informatics (MTUCI), students not only receive the most advanced knowledge in the field of digital technologies, but also constantly improve their skills and abilities to solve real tasks through practical project implementation.
This “Lu Bathhouse Workshop” in Russia, created in June 2025 through the joint efforts of MTUSI and the Tianjin Professional College of Electronics and Informatics, became the world’s first workshop of its kind to implement Chinese 5G technologies.
“The creation of the ‘Master Lu Bathhouse’ in Russia has symbolic significance for Chinese-Russian cooperation in the field of vocational education and marks a transition from Chinese-Russian cooperation in vocational education from traditional areas to advanced directions, the core of which is digital technologies,” said the vice-rector of the Tianjin Vocational College of Electronics and Informatics, Yan Genyuan.
According to the head of the Institute of Network Communications of the Tianjin Professional College of Electronics and Informatics, Cui Baochai, individual training is conducted at his institute for teachers in the program of engineering-practical innovative projects, covering advanced areas of the digital economy such as 5G and the Internet of Things. As of now, the total number of Russian teachers who have participated in the training course is 35 people, with the number of training hours within the framework of advanced qualification reaching 760.
Assistant of the Department of “Intellectual Systems and Cloud Technologies” at MTUSI Ivan Rogach believes that the “Lu Banya Workshop” represents a platform where Chinese standards and technologies are organically integrated into the Russian vocational education system, which increases trust between educational institutions and businesses, providing students with access to current equipment and methodologies.
“Lu Bathhouse Workshop” is not just a beautiful sign, but a real mechanism that turns words about integration and qualification into real affairs and competencies of students,” said I. Rogach.

“I really like the atmosphere of the ‘Lu Banya Workshop’! New laboratories, modern training equipment, and first-class teachers – all of this is wonderful,” said student Zhansaya Abdurakhman at the ‘Lu Banya Workshop’ based at L. N. Gumilyov Eurasian National University in Astana, the capital of Kazakhstan.
“We studied computer vision and how to work with a robot manipulator with the aim of automating industrial production,” said Zhansay Abdurakhman, who has been training at the “Master’s Lu Banya” workshop for 3 months.
According to her, digitization and automation are becoming increasingly active in Kazan, and specialists in these fields are in great demand.
The lecturer of the L. N. Gumilev Eurasian National University, Ramazan Sadvokasov, who underwent a four-week training last year in the city of Tianjin, said that after training in China, he and his colleagues began to develop individual lesson programs based on local needs and teaching characteristics. Now, almost 100 lecturers and more than 30 students have already undergone practical technical training within the framework of the “Lu Ban Workshop” program.
“This is a very successful format!” noted the Minister of Science and Higher Education of the Republic of Kazakhstan Sayasat Nurbek, adding that there are three “Master Lu Ban Workshops” operating in Kazakhstan, which testify to the fruitful results of cooperation between China and Kazakhstan in the field of education and artificial intelligence.

As of today, the city of Tianjin has established 10 “Lu Ban Workshops” in 8 SCO countries, including Russia, Kazakhstan, Tajikistan, and Uzbekistan. Within these structures, 21 joint educational programs have been created, covering 6 training directions, such as energy, equipment production, electronic informatics, transport, resources and environment, as well as economics and trade. Thanks to advanced training in these countries, a large number of professionally qualified personnel have been trained.
As one of the important results of the SCO Summit 2025 in September of the same year, a center for professional and technical education cooperation “China-SCO” was established in the city of Tianjin, the secretariat of which is located at the Tianjin Vocational and Technical Pedagogical University.
“This center is aimed at deepening the interaction of SCO countries in the field of vocational and technical education, expanding academic exchanges and cooperation in the area of education and scientific research, raising the overall level of vocational and technical education and training personnel in various countries, as well as promoting the socio-economic development of SCO countries,” noted the director of the Institute of Vocational Education at Tianjin Vocational and Technical Pedagogical University, Zhao Wenpin.
The Head of the Professional Education Department of the Tianjin Education Committee, Li Li, noted that the “Lu Ban Workshop,” adhering to the principles of mutually beneficial cooperation, adaptation to local conditions, and integration of industry and education, determines specialties and develops a system of educational programs based on the socio-economic and industrial development of partner countries.
“In the future, we will continue to promote the discovery of the ‘Lu Ban Workshop’ in the SCO countries, in order to share with these countries the standards and models of professional education in China, as well as its achievements obtained as a result of reforms and innovations in this sphere,” he said. -0-
