The results of the department’s work for the past period and plans for the near future were discussed. This included the introduction of a risk-oriented approach, information technologies, and unmanned aerial vehicles into the transport safety control system.

M. Mishustin:Dear Viktor Borisovich!
Transport plays a key role both for the country’s economy and quite literally for every individual. It contributes to the sustainable development of cities and settlements, improving the quality of life for millions of our people. And to strengthen the connectivity of Russia’s territories, the Government, on a systematic basis within the framework of a specialized national project, is engaged in updating and expanding the corresponding infrastructure in the regions.
You head an important agency that controls the enforcement of mandatory requirements, standards, and rules in this field. It is precisely the strict compliance that directly affects the safety and health of people.
Tell us more about the main results of the service’s work over the past year, the first months of this year, and, of course, about the plans and tasks outlined for the near future.

Thank you to the Government of the Russian Federation for the attention it pays to the Federal Service for Transport Supervision as the single control and supervisory authority for all types of transport. As a result, today we have modern effective control and supervision, and prevention mechanisms that allow us to exercise all the powers of the service and solve the tasks assigned to the service. We are focused on openness of interaction with the transport community, on the use of digital technologies.
I can state that in 2025 the number of transport incidents was reduced by 4.8%. This same trend continues in the first quarter of this year.
M. Mishustin:The transport safety control system must be built to be maximally effective. Special attention should be paid to preventive measures and, of course, to reducing excessive bureaucratic procedures without compromising the reliability of the transport complex’s operation.
For this, it is necessary to implement modern information technologies and innovative solutions more effectively.
How is this work going with you? What new practices do you use, what promising areas do you plan to develop?
V. Gulin:The main method of our work today is risk-oriented supervision, risk indicators. At the same time, we are developing prevention. Over the last five years, the number of scheduled inspections has decreased by 63%, and it becomes less every year. This year, only 200 scheduled inspections are planned with us. At the same time, the number of inspections by risk indicators grows every year.
For example, in the field of railway transport and in the field of civil aviation, inspections based on risk indicators already constitute 70%. At the same time, the effectiveness of inspections based on risk indicators is 100%. And we are working to achieve such indicators in the control of other types of transport.
On risk prevention: for every one supervisory and control event we conduct 100 preventive measures today. By 2025, the service will have conducted more than 1.1 million preventive measures.
Among businesses, a type of prevention is gaining popularity known as the integrity of controlled persons. It implies non-material incentives for honest persons. And every year it becomes more and more. If in 2024 we had only 122 honest persons, in 2025 there were already 265, and this year we intend to double this number of honest persons.
We also apply modern control and supervision methods, integrating unmanned systems into our work. Last year, we began conducting such activities. Methodologies for the use of unmanned aerial vehicles were developed, corresponding types of supervision were introduced. This year, we have already purchased unmanned aerial vehicles. The inspectorate staff has been trained. This now allows us to inspect objects of critically important transport infrastructure more promptly and more efficiently.
Since 2018, the service has been carrying out the administration of fines on motor vehicles using photo and video recording means. But previously, we only had one photo and video recording center – in Tver. There was no proper interaction with the courts, the Federal Bailiff Service. Numerous complaints were received from citizens and legal entities regarding the quality of the prepared materials.
And this year, we have already established photo and video recording centers in the remaining seven federal districts. And we immediately felt an improvement in the work: the time for reviewing citizens’ complaints and materials has decreased. That is, this has had a very positive effect.
M. Mishustin:It is important that the Russian transport system becomes increasingly modern and technological. Accordingly, supervisory responsibility in this area is also increasing. It is necessary to continuously improve the work of the service, taking all measures to ensure the safety of transportation, especially of passengers with children. The summer season has begun, with school holidays, travels, and excursions. Of course, special attention should be paid to the proper organization of such routes.
