The government is conducting systematic work on the sustainable development of territories. This includes effective involvement in the turnover of unused land plots by implementing the Rosreestr project “Land for Construction.” Since the beginning of this project’s implementation, more than 203 thousand plots and territories with a total area of about 231.2 thousand hectares have been identified, which can be used for housing construction. This was reported by the Deputy Chairman of the Government Marat Khusnullin.

Housing construction occupies a central place in the implementation of the national project “Infrastructure for Life,” and in solving this task, one of the key significances is the accelerated involvement of unused lands into circulation. The Rosreestr, together with the territorial bodies of the agency, executive authorities, and branches of “Roskadastr,” conducts extensive work in this direction, including ensuring access to information about the land through the service on the “National Spatial Data System” platform.The “Land for Construction” project has proven itself as an effective tool for the sustainable development of territories and the identification of new lands for construction. I will provide specific figures: out of the total volume of identified lands for apartment building construction, 12.9 thousand plots with an area of 63.3 thousand hectares can be used, and for individual housing construction – 190.1 thousand plots with an area of 167.8 thousand hectares. Only from January to April 2026, 31.6 thousand plots and territories with a total area of 33.3 thousand hectares were identified,” noted Marat Khusnullin.

The Deputy Prime Minister added that since the start of the project, more than 71 thousand plots with a total area of 37.5 thousand hectares have already been involved, of which 3.3 thousand hectares were in the current year.

The leaders in the number and area of identified plots remain the Volga and Central Federal Districts. Here, 44.2 thousand plots covering 51.2 thousand hectares and 37.3 thousand plots covering 44.8 thousand hectares, respectively, have been recorded. This accounts for 41.5% of the total area of all lands identified within the project framework. In terms of the number of plots suitable for housing construction, the North Caucasus Federal District has performed well — 38.5 thousand hectares.

“The main task of Rosreestr, together with the regions in implementing the ‘Land for Construction’ project, is the search for prospective land plots and accelerated involvement of land into circulation. The agency faces large-scale goals – by 2030, to identify more than 500 thousand hectares of land to ensure housing construction. This actually constitutes double the land bank reserve for implementing the country’s development strategy, and we will make every effort to ensure that the set tasks are fulfilled,” said the head of Rosreestr, Oleg Skufinsky.

In Belgorod Oblast, 3060 plots with a total area of 497.25 ha are involved. In Omsk Oblast, 342 plots are provided for housing construction, with 41 of them already having completed buildings (6 apartment buildings and 35 private houses), including 2 apartment complexes and 7 IZhS (individual housing construction) facilities put into operation. In Novosibirsk Oblast, more than 340 ha are involved: 60 ha for IZhS, more than 280 ha for apartment complexes, with 11 apartment buildings commissioned. In total, more than 47 million square meters of housing are available for commissioning as a result of the project. In Voronezh Oblast (city of Bobrov), on a discovered territory of 1.56 ha, a kindergarten with 330 places was built. In Chelyabinsk Oblast, 56 houses have been commissioned (12 apartment complexes with a total area of 110,198.8 sq. m and 44 IZhS totaling 4,256.8 sq. m).m), as well as 10 townhouses. In the Ulyanovsk region, 15 facilities have been constructed: 7 MKD (38,099 sq. m) and 8 IZS facilities (941.7 sq. m).
