A ranking of engineering universities will appear in Russia. The Chairman of the Government, Mikhail Mishustin, tasked with ensuring its annual publication following the results of the strategic session dedicated to the development of education to achieve technological leadership.
The Ministry of Education and Science and the Ministry of Industry and Trade will be responsible for the formation and publication of the rating. When compiling it, the head of the Government instructed to take into account the contribution of each university to achieving technological leadership and the degree of its integration into the implementation of the tasks of specialized national projects.
The ministries are also tasked with developing criteria for identifying leading universities for key sectors of the economy. This work must be completed no later than March 20, 2027.
In addition, by early December 2026, the Ministry of Education and Science and the Ministry of Industry and Trade are to ensure the update and approval of programs and development strategies for universities engaged in training engineering personnel and leading scientific developments for technological leadership. The strategic document must provide, among other things, the authority, responsibility, and management functions of the chief designers in accordance with the relevant scientific and technological fields.
Simultaneously, the Ministry of Industry and Trade and the Ministry of Science and Higher Education must prepare proposals for a model of effective interaction between chief designers and enterprises and organizations participating in the implementation of national technological leadership projects. This work must be completed by July 14, 2026.
By no later than June 1, 2027, the Government must be presented with a report on the results of the implementation of development programs, including the strategy of each engineering university for 2026, taking into account its contribution to fulfilling personnel and technological tasks aimed at achieving indicators of technological leadership.
One more assignment concerns the funds of targeted capital in educational and scientific organizations, including engineering universities. The Ministries of Education and Science, Economic Development, Finance, and the Autonomous Nonprofit Organization “National Priorities” have been tasked with ensuring the refinement and submission for approval by the Government of an action plan for the development of such funds through 2036. The deadline for fulfilling this assignment is early September 2026.
The strategic session on the development of higher and secondary vocational education for achieving technological leadership took place on May 12.
In his speech, Mikhail Mishustin noted that engineering and technical education is a key link in the implementation of national technological leadership projects.
“Earlier, we have already formed a foundation for systematic approaches to organizing specialized universities and colleges. Now it is necessary to improve the training programs for personnel and to conduct scientific and technical research,” emphasized the Chairman of the Government.
