On June 5, 2026, at the XXIX St. Petersburg International Economic Forum (SPIEF-2026), the Moscow Exchange and the DOM.RF Group signed an agreement on cooperation in the field of sustainable development.
The official signing ceremony was attended by Elena Kuritsyna, Senior Managing Director for Work with Issuers and Authorities of the Moscow Exchange, and Marina Slutskaya, Director for Sustainable Development and International Cooperation at DOM.RF.
The parties agreed to scale up and promote incentives to increase the number of new issuers in the Sustainable Development Sector of the Moscow Exchange, jointly develop and implement educational programs, hold forums, trainings, and seminars on this topic, as well as introduce issuers and financial market participants to the best ESG practices.
Elena Kuritsyna, senior managing director for work with issuers and government bodies of the Moscow Exchange:
“Together with DOM.RF, we are making an important step in forming the ecosystem of sustainable financing in Russia. Our task is to make green exchange instruments accessible and understandable for businesses and investors. The sustainable development sector of the Moscow Exchange plays a special role in this process, attracting financing for projects in the field of environmental protection, as well as socially significant projects. The total volume of bond issues in the sector, where DOM.RF securities are also included, is almost 600 billion rubles.”I am confident that our cooperation will become an impetus for the further growth of this segment and will allow us to scale up green financing across the entire country.
Marina Slutskaia, Director for Sustainable Development and International Cooperation at DOM.RF:
“DOM.RF has secured the status of a key organizer in the Sustainable Development Sector of the Moscow Exchange, having already placed 23 bond issues. Recent regulatory measures by the Bank of Russia have made such instruments genuinely advantageous: developers of energy-efficient homes can now attract financing at a lower cost. Our task as a financial development institution is to support this process on a turnkey basis: from project verification to issuance on the platform. In just the last two months, we have organized the issuance of green bonds by developers with a total volume exceeding 20 billion rubles.”Moreover, together with the Moscow Exchange, we are launching educational tracks so that market participants can more quickly master new mechanisms and effectively use regulatory incentives, because until now not every issuer knows that implementing ecological projects is profitable.
The Moscow Exchange is the largest Russian exchange, the only multifunctional platform in Russia for trading stocks, bonds, derivatives, currencies, money market instruments, and commodities. The “Moscow Exchange” group includes a central depository, as well as a clearing center that performs the functions of a central counterparty in the market, which allows the Moscow Exchange to provide clients with a full range of trading and post-trading services.
DOM.RF is a financial group of companies. For 28 years, it has been engaged in the development of the housing sector in Russia. It provides support to citizens, developers, financial and urban planning organizations. With the assistance of DOM.RF, cities develop, the market for civilized leasing is formed, and objects of cultural and historical heritage are restored. Thanks to mortgage programs and infrastructure projects, housing affordability for Russian families is increasing, and the quality of life is improving.
