Baku, June 5 /Xin Hua/ — Azerbaijan plans to increase the share of renewable energy in the overall energy balance to at least 30 percent by 2030, and cooperation with China helps the country accelerate the pace of achieving its green energy transition goals, said Emin Gasimov, director of the Azerbaijan Center for the Study of Global Initiatives, Development and Culture of China, in an exclusive interview with Xin Hua.
This year on June 5, Baku hosts World Environment Day in cooperation with the UN Environment Programme / UNEP/. The celebration is dedicated to climate action and is held under the motto “Renewed by nature. For climate. For our future.” According to the expert, the deep meaning of this slogan is that by being renewed by nature, humanity should not slow down progress, but change its quality — make it green, fair, technologically mature, and oriented towards the common future.
“China’s leadership in low-carbon transformation should be regarded as one of the most significant practical contributions to the contemporary global climate agenda. China is showing the world that the future of environmental policy is not a contradiction between nature and development, but their organic integration,” he stated.
E. Gasimov noted that for many developing countries, the climate agenda for a long time was perceived as an expensive obligation that is difficult to combine with the needs of industrialization, employment, and social stability, but China has practically changed this logic: thanks to the scale of industry and technological competition, it has made green technologies more accessible.
According to the White Paper “China’s Plans and Decisions for Achieving the Peak of Carbon Dioxide Emissions and Carbon Neutrality,” published by the Press Office of the State Council of the PRC in November 2025, China provides about 70% of the equipment for wind energy and 80% of the world’s production of photovoltaic modules, which has allowed reducing the global cost of wind and solar generation by more than 60% and 80%, respectively.
“China’s practical assistance to Azerbaijan is expressed in the form of technological, industrial, and project partnership. Chinese technologies and equipment make the implementation of large solar and wind energy projects more accessible, reduce the technological gap, accelerate the construction of renewable energy facilities, and allow Azerbaijan to move faster towards its 2030 goals,” the expert said.
E. Gasimov noted that China’s constructive role in global climate governance lies not only in its own reduction of emissions or the development of green and low-carbon energy (GLE), but also in the formation of a fairer architecture of climate cooperation, where developing countries receive real instruments for action. According to him, China combines three levels of responsibility: fulfilling its own climate commitments, strengthening the multilateral regime of the Paris Agreement, and practically supporting developing countries.
“For Azerbaijan, which after COP29 has strengthened its status as an active participant in climate diplomacy and simultaneously implements a green energy transformation program, Chinese experience and Chinese technologies open up important opportunities: accelerating the transition to RE, expanding competencies, modernizing energy infrastructure, and strengthening international partnership in the interest of a sustainable future,” he stated.
E. Gasimov emphasized that Azerbaijani-Chinese cooperation in the field of green energy can only be assessed through its systemic significance for the energy modernization of Azerbaijan. The speech addresses the transition from the traditional model, where energy security was mainly based on hydrocarbon resources, to a more diversified model in which solar and wind energy, energy storage, grid planning, and international green corridors become part of the national development strategy.
An expert mentioned two projects involving China that made a particularly strong impression on him: the first project is the 240 MW wind power plant “Khizi-Absheron”, the construction of which plays a significant engineering and construction role belonging to the Chinese company PowerChina Huadong Engineering Corporation Limited; the second project is a 100 MW solar power plant in Gobustan, the winner of the construction auction for which was the Chinese company Universal International Holdings Limited.
“At the same time, cooperation with China is not limited to two objects. During the visit of President Ilham Aliyev to China in April 2025, six documents were signed in the field of renewable energy. These are no longer one-time deliveries of equipment, but the formation of a long-term project platform. China’s contribution to Azerbaijan’s green transformation is not only in the supply of equipment or the participation of individual companies, its deeper meaning lies in accelerating the formation of a new energy architecture of the country,” he stated.
According to E. Gasimov, Chinese companies bring technological and engineering expertise to Azerbaijan, accumulated in the world’s largest renewable energy market. Chinese participation strengthens the investment attractiveness of Azerbaijan’s renewable energy sector, and cooperation with China helps Azerbaijan transition from simply increasing renewable energy capacity to a more complex green energy system model.
“A number of projects show that Azerbaijani-Chinese cooperation can become one of the practical mechanisms for achieving national goals by 2030, strengthening climate responsibility, and transforming Azerbaijan into a more noticeable center of green energy at the junction of the Caspian region, the South Caucasus, and the Middle Corridor,” added E.
