Co-chairman of the Intergovernmental Russian-Venezuelan High-Level Commission, Deputy Chairman of the Government of Russia Dmitry Chernyshenko held a working meeting with the Vice President for Planning, Minister of People’s Power for Planning of the Bolivarian Republic of Venezuela Ricardo Menendez. The meeting took place at the site of the XXIX St. Petersburg International Economic Forum.
Dmitry Chernyshenko congratulated Ricardo Menendez on his appointment as chairman of the Venezuelan section of the commission and expressed confidence that his professional activities in the new position will contribute to strengthening the strategic partnership between our countries.
“The relations between Moscow and Caracas are based on longstanding friendship, solidarity, and mutual respect, and are actively developing at all levels. An important mechanism is the Intergovernmental Russian-Venezuelan Commission of a high level. The focus of the intergovernmental commission remains on increasing project activities. In 2024, a development plan for key directions of Russian-Venezuelan cooperation until 2030 was signed, containing 65 events in 20 areas. At the 19th meeting of the ICC, a target indicator for plan implementation was approved – trade turnover in the amount of 400 million by 2030.”This will allow Venezuela to confidently enter the top ten key trading partners of Russia in the Latin American region. He added that imports from Venezuela have tripled. Major Russian importers are interested in increasing purchases of Venezuelan cocoa, coffee, and seafood. “Within the commission, we also work in such areas as education, culture, sports. We allocate 200 quotas for the education of Venezuelan youth in Russian universities. Over three years, we have opened five centers for teaching the Russian language in Venezuela. The potential in the tourism sector is increasing. There are no legislative restrictions on the operation of direct flights between our countries. The Venezuelan side for the second consecutive year will present its tourism potential within the framework of the international tourism forum “Travel!”.The Venezuelan stand will be the largest at the festival exhibition,” said Dmitry Chernyshenko.
On June 12, 2026, a business dialogue “Russia – Venezuela” with the participation of representatives of the tourism industry of both countries is scheduled to be held.
Ricardo Menendez noted the importance of discussing directions for cooperation between Russia and Venezuela, as well as developing an agenda for new projects. He placed particular emphasis on the KamAZ project and localizing production in the pharmaceutical sector.
“We have a strategic vision of our relations with Russia. We are developing not only those topics that were designated, but also new ones. The President set specific goals for the commission, and we are working on them,” he noted.
Also, at PMEF-2026, co-chairman of the Intergovernmental Russian-Cuban Commission on Trade-Economic and Scientific-Technical Cooperation Dmitry Chernyshenko held a working meeting with the Deputy Prime Minister of the Republic of Cuba, Minister of Foreign Trade and Foreign Investment Oscar Peres-Olivo Fraga.
