The second day of the St. Petersburg International Economic Forum took place. For Politeka it was very eventful. Rector Andrey Rudskoy participated in several events and signed seven new cooperation agreements.
At the beginning of the day, Andrey Rudskoy took part in a panel discussion “From bit to megawatt: how AI is changing the energy landscape.” The speakers discussed what decisions need to be made to form a new landscape. The rector of SPbPU noted: AI for energy is the basis of technology for creating reversible cycles of energy resource use. We need to develop domestic universal AI models capable of self-learning based on the use of existing and searching for new data.It is necessary to create domestic technologies that perform calculations directly in the computer’s RAM, accumulate and then use the calculated data to improve their performance, analogous to how this occurs in the human brain.
Also, Andrey Rudskoy participated at the booth of the Ministry of Science and Higher Education of Russia at the round table “Taming the Titan. How the Academician Saved the Atomic Fleet,” dedicated to the 100th anniversary of the birth of the outstanding Soviet and Russian materials scientist, Academician of the Russian Academy of Sciences Igor Gorynin. The Rector of the Polytechnic University noted that he was one of the students of the great scientist. According to him, Igor Gorynin was one of the first to combine in a system the training of engineering personnel in higher education, production, and science, and created a scientific team with real practical work skills at “Prometey.”
On the second day of the Polit Forum, an agreement was signed on strategic partnership to strengthen digital sovereignty with LLC “Bulat”. The company is a leading developer and manufacturer of telecommunications and IT equipment. The document was signed by the Vice President of PJSC “Rostelecom”, General Director of LLC “Bulat” Alexander Loginov, and the Rector of SPbPU Andrey Rudskoy in the presence of the President of PJSC “Rostelecom” Mikhail Oseevsky.
The main goals of the partnership are the development of human resources potential for the IT industry, joint development and promotion of digital products and services to strengthen technological and digital sovereignty. Within the framework of the agreement, it is planned to organize production practice for students of the Polytechnic at the “Bulat” company, assist in the employment of university graduates, as well as conduct joint research in the field of information technologies.
Alexander Loginov emphasized: Partnership with Politech is a logical step for our company and the industry as a whole. Close cooperation with one of the country’s leading technical universities will help strengthen the HR potential of the rapidly developing industry, including for the purposes of import substitution and strengthening digital sovereignty. We are considering conducting joint research projects, implementing advanced technologies, and creating a strong professional environment for the growth of competencies of future engineers and IT specialists.
For us, it is especially important to develop cooperation with leading enterprises of the real sector of the economy, which shape the future of domestic technologies and create the basis for the country’s digital independence. The agreement will allow us to interact on a new level: both in the training of highly qualified personnel for the industry and in the joint development of server equipment for critical information infrastructure,” commented the signing, Andrey Rudskoy.
For the purpose of developing the educational, scientific, and innovation potential of the Vologda region, strengthening the region’s human resources potential through training specialists in technical fields, developing cooperation between the university and organizations of the Vologda region, and introducing advanced technologies and scientific developments into the region’s economy, SPbPU has concluded an agreement with the government of the Vologda region.

A separate agreement on long-term partnership cooperation was concluded between SPbPU and Vologda State University. The universities agreed on joint work on the preparation and expert examination of an application for the creation at VSU of an Advanced Engineering School “Optical Instruments and Systems” and the development of at least two educational programs for it, as well as on conducting internships for VSU teachers and researchers at SPbPU’s Advanced Engineering School “Digital Engineering”.
Today Vologda Oblast is one of the largest industrial and educational centers. It is a center of innovation where completely new technologies are implemented, including in the fields of optics and mechanics. This is a very important direction now. Rector of SPbPU Andrey Rudskoy, Rector of RTU MIREA Stanislav Kudzh, Rector of OmSTU Pavel Korchagin and director of the company “1C” Boris Nuraliev signed an agreement on the creation of the 1C University Alliance with the aim of improving the overall quality of training IT specialists.
Within the framework of the project, it is planned to create specialized Centers of Competence in universities-ambassadors, develop a range of ready-made educational products, widely implement practice and systems for training teachers in the overall educational space, develop a community of 1C technology teachers and a knowledge exchange system, increasing the volume and quality of IT specialist training.
Today, training engineers for the digital economy is impossible by the efforts of a single university. A network model of interaction is necessary, uniting leading universities, industrial partners, and developers of domestic technologies. The creation of the “1C University Alliance” will allow scaling the best educational practices, building a unified personnel training system for the digital economy, and providing the industry with specialists capable of working with modern Russian IT solutions,” emphasized Andrey Rudskoy.
An important task of the Alliance is to involve 1C partner companies in the advanced training of students, the organization of internships and practical training.
The company “1C” and the university ambassadors of the Alliance have successful experience in training professionals for the IT industry and business: 1C Technology Centers, joint educational projects. These universities successfully teach students automation of business processes and are ready to share their experience with “colleagues in the field”. There are strong universities in the country that can become points of growth and replicate practices for the entire education system and the 1C ecosystem,” noted Boris Nuraliev, director of the company “1C”.
The concluding stage of the second day of SPIEF-2026 for the Polytechnic University was the signing of an agreement with JSC “Fuel and Energy Complex of St. Petersburg.” The document was signed by the rector of SPbPU and the general director of JSC “TEC SPb,” Vadim Bravve. Cooperation will be carried out in the areas of personnel training, implementation of joint research projects, organization of internships and practice for students, and the implementation of joint educational programs.
Moreover, Andrey Rudskoy, as the chairman of the Saint Petersburg branch of the Russian Academy of Sciences, concluded agreements on cooperation with the governments of the Vologda and Orenburg regions.
