Beijing, June 4 /Xinhua/ — The Ministry of Commerce of the PRC on Thursday stated that in a recent report published by the Organization for Economic Cooperation and Development (OECD) on China’s industrial subsidies, there are no strict conceptual definitions, biased selection of examples is allowed, and one-sided and arbitrary conclusions are made.
The representative of the Ministry of Commerce of the PRC stated that China’s policy in the field of industrial subsidies strictly complies with WTO rules and fulfills transparency obligations.
“Subsidies are a policy instrument widely used in various countries, including in the economies of the OECD. China is ready to actively participate in discussions of international rules concerning industrial subsidies,” said the representative.
A representative of the Ministry of Commerce of the PRC noted that the report lacks uniform assessment criteria and statistical grounds, which contradicts the consensus within the framework of multilateral mechanisms, such as the WTO.
“The increase in the share of Chinese enterprises in the global market is explained exclusively by the receipt of government subsidies, while completely ignoring the real key advantages from such points of view as economies of scale, production efficiency, and technological modernization,” he stated.
China calls on the OSCE to conduct research objectively and impartially, to carefully listen to the opinions of interested parties, to use complete, accurate, and reliable data and information in order to accurately reflect the real situation related to industrial development and the practice of implementing the relevant policy, and also to avoid politicization or instrumentalization of research reports, which damages the authority of the organization itself, the agency representative concluded.
