First Deputy Prime Minister Denis Manturov took part in the PMEF-2026 session “Rare, strategic: sovereignty and international cooperation in the field of raw materials and critical minerals.” At the session, they discussed the development of global supply chains for critical raw materials, the creation of new production capacities, and the prospects for international industrial cooperation.
The session was also attended by the head of the Ministry of Natural Resources and Environment of Russia, Alexander Kozlov; the Minister of Industry and Mineral Resources of the Kingdom of Saudi Arabia, Bandar bin Ibrahim Al-Khorayef; the Minister of Mining Industry and Mineral Resources of the Republic of Sierra Leone, Julius Mattai; the Minister of Industry and Construction of the Republic of Kazakhstan, Ersain Nagaspayev; the General Director of the Innovation Scientific and Technological Development Fund “Mendeleev Valley”, Ksenia Shoigu; the President of JSC “Alliance Group”, Musa Bazhaev; the Rector of the Saint Petersburg Mining University, Vladimir Litvinenko; the GeneralDirector Vladislav Sviblov.
Denis Manturov noted that rare and rare-earth metals today are one of the key elements of technological development and are used in a wide range of high-tech industries – from energy and electronics to mechanical engineering. According to him, Russia has a significant resource base, a strong scientific school, and indispensable competencies for forming a full-fledged industrial chain – from raw material extraction to the production of high-end products.
“We have every reason to speak about having our own school—both fundamental and applied. Today, a practically complete range of technologies in this field has been formed. At the same time, we are open to dialogue and invite our foreign partners to cooperate—in terms of investments and the creation of joint industrial projects,” emphasized Denis Manturov.
One of the key projects for the implementation of state industrial policy in the sector is the Angaro-Yenisei cluster. The project is being implemented in fulfillment of the instructions of the President of Russia and should unite the key contours of the future rare metal industry: raw materials – based on a mineral raw material base; energy – to ensure new productions; processing and chemical-technological – for the separation and purification of rare earth metals and rare metals; production – for the release of materials and components; scientific-engineering and personnel – for the development of technologies and training of specialists.
Special attention at the session was given to international cooperation and the development of long-term partnerships in the field of critical minerals. The Minister of Industry and Mineral Resources of the Kingdom of Saudi Arabia noted that the development of a modern mining industry is impossible without the unification of efforts by states, business, science, and financial institutions.
“We have identified cooperation as one of the key elements of our strategy. That is exactly why the Future Minerals Forum was created – an international platform that unites states, the largest industrial companies, financial institutions, and the scientific community. The development of the mineral sector requires long-term investments, new technologies, and training of future specialists. Our task is not just to ensure access to resources, but to create full-fledged supply chains and a sustainable industrial ecosystem,” said Bandar bin Ibrahim Al-Khuraif.
The development of cooperation in the field of critical minerals is one of the promising directions of the Russian-Saudi industrial dialogue. In 2026, the Kingdom of Saudi Arabia will act as the host country of the St. Petersburg International Economic Forum, which opens up additional opportunities for expanding technological and investment interaction between the countries.
