Saint Petersburg State Polytechnical University of Peter the Great became an experimental platform for testing a new approach to conducting independent quality assessment of training of qualified specialists. The assessment was conducted in the format of testing final-year students. The event contributes to the development of cooperation between the university and the All-Russian public organization “Russian Professorial Assembly” (RPA).
More than a hundred bachelor’s degree students in Management participated in the testing, implemented by the Higher School of Industrial Management of the Institute of Industrial Management, Economics and Trade. The main goal is to conduct an objective assessment of the competency formation that is significant for professional activity in the field of management, regardless of the specifics of the management tasks being solved.The list of professional competencies was determined by the RPS project group based on a comprehensive content analysis of training profiles in the field of “Management,” implemented by Russian universities. The test questions covered three groups of competencies that determine the success of organizational-managerial, informational-analytical, and entrepreneurial activities of a manager regardless of the industry. Testing was conducted on the RPS specialized platform.
The results of the testing were discussed during a working visit to SPbPU by the Deputy Chairman of the Expert Council of RPS for conducting professional and public accreditation of educational programs, member of the Public Council under Rosobrnadzor Andrey Panarin, and the director of the Expert Center for Evaluation and Quality Assurance of Professional Education at RPS, expert of the Council on Professional Qualifications in the field of education Stanislav Klimin.From the side of the Polytechnic University, the approval process was ensured by the Center for Quality of Education together with the faculty of the Higher School of Industrial Management of IPTMEiT.
The methodology for forming the test samples is built on three key principles. First, it is the establishment of invariant criteria for the external objective assessment of groups of professional competencies that are most significant for the success of a specialist in the “Management” direction, regardless of the training profile. Second, the use of a case-based format for assessment tools to evaluate knowledge and skills at the level of readiness for their application in practice.And thirdly, ensuring the key characteristics of the quality of assessment tools based on the consistent psychometric support of the development of test materials and expert evaluation of content validity and reliability according to experimental trials,” comments Stanislav Klimin.
At a working meeting with the Vice-Rector for Educational Activities of SPbPU Lyudmila Pankova, the analysis of the obtained psychometric test quality characteristics was presented, the existing reserves in ensuring the formation of professional competencies were shown, and basic recommendations for improving the quality of training were given. Most students who participated in the testing successfully handled the new assessment format and demonstrated high results, which was separately noted by representatives of the Russian Professorial Assembly.
