Vice Prime Minister Dmitry Chernyshenko chaired a meeting of the subcommittee on the implementation of tourist investment projects of federal significance of the Government Commission on Tourism Development in Russia.

They discussed the creation of the year-round resort “Five Seas and Lake Baikal” and the inclusion in the list of implementation of tourist investment projects of federal significance of the new project in the Tyumen region.

The meeting was attended by Deputy Minister of Economic Development Dmitry Vaskin, Deputy Minister of Construction and Housing and Communal Services Yuri Gordeev, Deputy Minister of Transport Vladimir Poteshkin, representatives of other ministries and departments, regional governors, representatives of the Center for Strategic Developments, corporations “Kavkaz.RF”, “Turizm.RF” and others.

Currently, the “Five Seas and Lake Baikal” program is confidently gaining momentum – regions have moved from project elaboration to actual construction and systematic attraction of private investments.

“‘Five Seas and Lake Baikal’ is the largest public-private partnership project in tourism. Within its framework, year-round seaside resorts are being created in Russia. The list of regions and projects was approved by our President Vladimir Vladimirovich Putin. More than 100 billion rubles are allocated for the national project ‘Tourism and Hospitality.’ The funds are distributed among the subjects and help ensure the creation of the latest tourism infrastructure. It is important to continue attracting private investments for the implementation of the project,” noted Dmitry Chernyshenko.

The main report was presented by the Deputy Minister of Economic Development Dmitry Vasilyev. “The pre-project stage for all federal resorts is completed. Our key task now is systematic work with investors. We see real dynamics: regions are actively submitting applications for concessional lending. Under Program No. 141, 13 projects have already been selected for 3.2 thousand rooms, another 13 projects for 3.3 thousand rooms are under consideration. In total, 26 investment projects that will provide the country with 6.5 thousand new hotel rooms,” he noted.

Today, within the framework of the project, 13 thousand rooms are in an active stage: they are being designed, have received construction permits, or are already being built. For example, in Buryatia, a hotel with 153 rooms is being built; in Sevastopol, four hotels with 206 rooms; and in Crimea, the construction of hotels with 2.3 thousand rooms has begun.

Acting Governor of Sevastopol Denis Profatilov spoke about the process of implementing the “Balaklavskaya Bay” project. The project involves creating a business marina for several hundred yachts, improving a pedestrian promenade, reconstructing buildings, constructing recreational zones and hotels.

Acting Deputy Prime Minister of the Republic of Dagestan Muslim Telyakov highlighted the progress of the “Caspian Coastal Cluster,” including investor activity. Let us remind you that the cluster will be located in the territories of the Derbent, Karabudakhkent, Kayakent, and Magaramkent districts of the Republic of Dagestan. New placement facilities, a modern embankment and promenade, sports and entertainment facilities will appear here – a comfortable infrastructure for quality recreation.

Representatives of the regions also spoke alongside the project reports: Governor of the Irkutsk Region Igor Kobzev talked about the work on the projects “Gates of Baikal” and “Baikalskaya Sloboda,” Head of the Republic of Buryatia Alexey Tsydenov about the project “Magic Baikal,” Governor of Primorsky Krai Oleg Kozhemyako about the project “Primorye,” Vice-Governor of Saint Petersburg Nikolai Linchenko about the project “Saint Petersburg Marina,” Deputy Chairman of the Government of the Kaliningrad Region Alexander Rolbinov about the resort “Belaya Duna,” Chairman of the Council of Ministers of the Republic of Crimea Yuri Gotsanyuk about “Golden Sands.”Acting Minister of Economic Development of Zaporizhzhia Oblast Oleksandr Tkachenko reported on the project “Primorsk”, Deputy Governor of Krasnodar Krai Roman Luzinov – on work on the project “Novaya Anapa”.

The Governor of the Tyumen region, Alexander Moor, spoke about the tourist flow in the region in 2025 and presented a project for an all-Russian thermal resort of a sports and wellness format “Pearl of Siberia” as a unified comprehensive federal significance project. Near Tyumen, it is planned to build 12 accommodation facilities of various star categories with a total capacity of over 2,800 rooms, creating more than 4,700 jobs. It is expected that a sports and educational infrastructure, an indoor ski tunnel, and a thermal entertainment center will be created for guests within the resort’s territory.Step-by-step construction is planned until 2035.

Following the results of the meeting, a decision was made to include the thermal resort project “Pearl of Siberia” in the list of federal tourist investment projects.
