The compliance service of PJSC “KAMAZ” is 15 years old.

As noted by the head of the Compliance Service, Aleksandr Evgrafov, the understanding of the importance of implementing anti-corruption measures at “KAMAZ” has always existed – the enterprise with a long history had an internal control system. Taking into account the state orientation, in 2011 the Board of Directors of the automotive giant approved a plan to introduce elements of the compliance system. The priority direction became the prevention of corruption.

The implementation of the compliance system at “KAMAZ” began with a risk assessment – an analysis of existing documents was conducted, critical points and areas for development were identified. Initially, there was comprehensive control of counterparties, transactions, purchases, and payments with the introduction of automated systems, and the restructuring of processes gradually followed. Now, the compliance service operates in a mode of selective checks of the effectiveness of controls.

The next step was the creation of the “foundation” – the development and approval of compliance programs, a corporate ethics code, and an anti-corruption policy. Further, the main “KAMAZ” processes were improved and the “hotline” system was systematized. Monitoring and evaluation of the effectiveness of the internal compliance control system are conducted on an ongoing basis to timely prevent potential risks.

“To ensure that anti-corruption measures are effective and clear to employees, we continuously strengthen anti-corruption education for the staff, – toldAlexander Evgrafov. –All Kamaz employees undergo training on compliance basics through an electronic course on the ROST portal. Traditionally, once a year, we meet with labor collectives at the plant. Thus, last year more than 15 thousand employees were trained on the topic “Corporate Ethics and Anti-Corruption Measures.” We organize meetings, trainings, webinars in both in-person and online formats, use booklets and informational posters about the “Compliance Hotline” indicating communication channels for reporting possible violations in the field of corporate ethics and anti-corruption measures.

The company also organizes contests annually. For example, last year an anti-corruption dictation was held, in which more than 2 thousand people participated, and a video contest about ethics. An important event of last year was the launch of the “Compliance Ambassadors” project. This is what they call ethical representatives at “KAMAZ,” who have completed a full course of anti-corruption training and actively promote the rules to their colleagues.

As Alexander Evgrafov emphasized, messages received on the “hotline” are clearly focused on violations. This indicates that employees understand which violations they are reporting and realize the importance of anti-corruption measures.

Today, the service team sets the task of strengthening the compliance culture, improving the processes of timely identification and resolution of conflicts of interest, implementing measures for rationalizing controls in specific areas, using digitization tools with a risk-oriented approach.“Artificial intelligence can be applied in our work. We have many indicators embedded into all business processes. Data, understanding, and forecasting have already been developed on how the development of a particular situation will go. AI can send instructions or reminders to a Kamaz driver at the right moment. This is a good warning mechanism.”, – explainedAlexander Evgrafov.

In 2025, based on the results of the Anti-Corruption Rating of Russian Business, “KAMAZ” was assigned the AAA+ rating class (a company with the highest level of anti-corruption measures).
