Senior Leaders of the Legislative Bodies of China and Russia Met to Strengthen Interparliamentary Cooperation

Moscow, May 30 /Xinhua/ — At the invitation of the Chairwoman of the Federation Council of the Russian Federation, Valentina Matviyenko, and the Chairman of the State Duma of the Russian Federation, Vyacheslav Volodin, Chairman of the Standing Committee of the National People’s Congress of China (NPC), Zhao Leji, paid an official goodwill visit to Russia from May 27 to 30.

During the visit, Chjao Leci held separate negotiations with V. Matvienko and V. Volodin, and also participated in the 11th meeting of the China-Russia Interparliamentary Cooperation Commission in Moscow.

At the talks with V. Matvienko and V. Volodin, Zhao Lezi stated that under the strategic leadership of the heads of the two states, China-Russia relations have entered a new stage of more significant achievements and faster development.

According to him, the CNPC is ready, together with the RF, to comprehensively implement in practice an important consensus reached by the heads of the two states, to continue the traditional Chinese-Russian friendship, strengthen strategic mutual trust, deepen mutually beneficial cooperation and alignment of interests, as well as to promote higher-quality development of bilateral relations.

Zhao Lezi noted that the legislative bodies of China and Russia, using their functions and responsibilities, support the positive dynamics of multi-level and multi-profile exchanges, strengthen mutual understanding and trust, enhance communication and mutual learning, in order to better serve the development of bilateral relations.

As emphasized by the Chairman of the PC of the VSNPP, the parties should exchange legislative experience in areas such as national security, environmental and ecological protection, artificial intelligence, and legal regulation related to foreign affairs.

V. Matvienko, for her part, noted that under the leadership of the heads of the two states, Russian-Chinese relations have reached the best level in their entire history, adding that the Federation Council of the Russian Federation intends to strengthen exchanges with the Standing Committee of the National People’s Congress to ensure legal support for the development of practical cooperation in areas such as the economy and trade, investments, energy carriers, culture, transport communication, and regional interaction.

V. Volodin, in turn, expressed hope for further expansion of exchanges of experience and mutual training between the legislative bodies of the two countries in legislative work on such areas as artificial intelligence. He pointed out that Russia firmly adheres to the one-China principle and intends to strengthen multifaceted cooperation with the PRC in order to jointly defend the results of victory in World War II.

On Thursday, speaking at the 11th meeting of the China-Russia Interparliamentary Cooperation Commission, Chzao Letszi stated that the legislative bodies of both countries must continue to ensure the implementation of important agreements between the heads of the two states, as well as bilateral documents on cooperation and major projects.

As the chairman of the PCB VSNF noted, both parties should timely approve and control the execution of legal documents that facilitate bilateral cooperation, and protect the legal rights and interests of enterprises.

Zhao Lezi also called on both sides to actively participate in events such as the Cross Years of China-Russia Cooperation in the Field of Education /2026-2027/, to deepen cultural exchanges, to involve the active role of local legislative bodies to expand regional cooperation and strengthen coordination within the framework of multilateral mechanisms to promote justice and fairness at the international level.

During his visit to Russia, Chzao Letzy visited a photo exhibition dedicated to the 25th anniversary of the signing of the China-Russia Treaty on Good-Neighbourliness, Friendship, and Cooperation, as well as the exhibition of the Museum of the 6th Congress of the Communist Party of China in Moscow.

In the Russian capital, Zhao Leci laid a wreath at the Tomb of the Unknown Soldier. In addition, he visited the city of Irkutsk. –0–
