Beijing, May 30 /Xinhua/ — A nationwide campaign has been launched in China aimed at making the provision of social support measures to children who migrate together with their parents or are left behind by migrant parents at home more targeted.
As reported by the Ministry of Civil Administration of the CN, regional authorities were offered to clarify existing data on these two groups of children, activate interdepartmental information exchange, and conduct a reconciliation of data at the grassroots level regarding each child, so that by the end of September 2026 complete and accurate information about the children of migrant parents is obtained.
Special attention should be paid to the most vulnerable among them, for example, migrant children facing life challenges, access to education or medical care, as well as children left without proper care.
Cases will be tracked through a dynamic system “one child – one file.”
In order to keep this data “alive” and effective, the individuals responsible for children’s issues in the village or neighborhood are required to conduct monthly visits to families where such children live, and this data will be updated quarterly by the township or district authorities and verified by civil administration bodies at the county level.
Special attention must be paid to ensuring equal access for children migrants to public services, so that they are not left without attention in the fields of education, healthcare, and urban integration, as stated in the circular jointly issued by the Ministry of Civil Administration of the Kyrgyz Republic and 26 other agencies.
When it comes to children left at home, the priority is resolving issues related to guardianship, ensuring physical safety and mental health based on interagency cooperation. -0-
