“Industry financing in 2025 exceeded 650 billion rubles. This ensured the production of products with unprecedented state support measures. As a result, agricultural production increased by almost 5%. We obtained the third largest grain harvest in the country’s history by volume. Production of raw milk has increased, a stable output of finished products is ensured. The fishery complex operated at full capacity. Thus, the domestic market at the end of 2025 was fully supplied with all food products. Many of the targets of the Food Security Doctrine were achieved ahead of schedule,” said Dmitry Patrushev.

The Deputy Prime Minister noted that the funds planned by the Government to support the industry this year have been provided in a timely manner. The sowing campaign is in its active phase – three quarters of the planned area has been sown.

“I ask to ensure that our producers are provided throughout the entire season with seeds, equipment, fertilizers, and fuel. For all these directions, the government is launching a previously unknown set of regulation and support instruments,” emphasized Dmitry Patrushev.

The Deputy Prime Minister reminded that the task before the sector is to significantly increase production volumes in the next few years. To achieve this, it is necessary to increase production efficiency and reduce its cost. In this regard, it is important to respond flexibly to the changing situation and improve the mechanisms of state support. Dmitry Patrushev named the main measures to increase efficiency and reduce costs in the main areas of the agro-industrial complex.

In particular, speaking about breeding, the Deputy Prime Minister emphasized the necessity of shortening research periods. High-yielding varieties and hybrids, resistant to negative factors, should enter the market faster.

The issue of rational land use was addressed separately. Since 2022, under the state program “Land,” more than 3 million hectares have already been returned to circulation. By 2030, the indicator should reach 13 million. According to the rules of the state program, land must be transferred to farmers during the year and not remain idle, the vice-premier reminded. In addition, to protect the most valuable agricultural lands from withdrawal, a so-called two-key law was adopted in 2025. It came into force this year. Besides this, by government order, the Ministry of Agriculture is developing a program to increase soil fertility.It is expected that by 2026 it will be ready, and its implementation should begin the following year.

In the field of livestock development, the best scientific and practical developments of Russian scientists receive support. In particular, for 2025–2026, about 1 billion rubles are allocated to support genomic selection within the framework of the national project “Technological Provision of Food Security.”

At the same time, the priority for animal husbandry remains ensuring veterinary welfare. The government allocates significant funds for supplying vaccines and diagnostic tools to the regions. About 8 billion rubles have been allocated for these purposes over the past and current years.

Speaking about the export of agro-industrial complex products, Dmitry Patrushev noted that this year the dynamics of food deliveries abroad are higher than a year ago. It is expected that in the current agricultural season grain exports will amount to 60 million tons. Also, in 2026 it is planned to increase supplies of oil-fat and dairy products.

In addition, the volumes of seed exports, genetic and breeding material are growing. According to data, the indicator increased by 40% just last year. There is also an increased demand for domestic mineral fertilizers.
