Chairman of the Government Mikhail Mishustin signed an order approving the action plan for the implementation of the fundamentals of the state language policy.
The plan included 120 activities aimed at preserving, developing, and supporting the Russian language, the state languages of the republics, and other languages of the peoples of Russia, as well as promoting the Russian language worldwide.
In particular, the first section of the plan is devoted to ensuring conditions for the preservation and development of the Russian language.It includes initiatives aimed at updating the list of normative dictionaries of the modern Russian language, organizing book exhibitions and educational events, promoting the Russian language and literature, the annual student Olympiad in linguistics and literary studies, the All-Russian testing on speech culture, conducting online seminars for mass media employees on difficult cases in the modern Russian literary language, supporting productions of performances based on works of Russian classics, creating laboratories for children’s and adolescent reading and podcasts featuring representatives of the Union of Writers of Russia.Russia.
The second section of the plan is aimed at ensuring conditions for the preservation, support, and development of the state languages of the republics and other languages of the peoples of Russia.Within the framework of this work, monitoring of the condition and development of the languages of the peoples of Russia will be conducted, a unified methodology for teaching the state languages of the republics and literature written in such a language, in connection with the unified methodology for teaching the Russian language and literature, has been developed; a unified state scale of school textbooks on the state languages of the republics of Russia has been created; a teaching and methodological base for teaching native languages in schools has been formed; bilingual Russian-national dictionaries for schools have been published; scientifically based criteria for including the languages of the peoples of Russia inthe state register of languages, materials prepared for the World Atlas of Languages, state support was provided for the publication of socially significant projects and literature aimed at the preservation and development of the languages of the peoples of Russia.
In addition, it is planned to hold annually a forum dedicated to the issues of linguistic diversity, All-Russian ethnodictations, an All-Russian award for the preservation of linguistic diversity, thematic festivals, competitions, conferences, scientific projects and research, as well as events dedicated to the anniversary dates of poets, writers and outstanding figures of the cultures of the peoples of Russia.
In the third section of the plan, measures were included that allow creating conditions for the promotion and strengthening of the positions of the Russian language in the world.Among the proposed initiatives are the creation of electronic educational resources for teaching the Russian language to foreign citizens in Russia, the translation of children’s literature from Russian into the languages of the peoples of neighboring foreign countries and children’s literature of the peoples of the world into Russian, providing free access for readers from CIS countries to the electronic resources of the Russian State Library, promoting the performance of Russian overseas theaters in Russia, improving the level of Russian language proficiency among foreign citizens living in CIS countries, creating conditions for studying the Russian language based on representative offices ofcooperation and organization of supplies to such representative offices, foreign Russian schools and libraries of educational and artistic literature in Russian, conducting the educational campaign “International Dictation”, implementation of international scientific and educational projects, popularizing the Russian language, and stimulating measures, including grants, scholarships, and awards for foreign specialists working in the field of Russian studies abroad.
Provision is also made for foreign specialists to have the opportunity to undergo internships in Russia and receive additional professional education in the field of studying and teaching the Russian language and literature.
The report on the implementation of the action plan will be submitted annually to the Government by the Ministry of Education no later than April 1.
The fundamentals of the state language policy of Russia were approved by a Presidential decree on July 11, 2025.
