The Moscow Exchange and the Association of Managers are starting to accept applications for participation in the ranking of the best compliance managers in the field of countering the unlawful use of insider information and market manipulation. The project is being implemented with the support of the Bank of Russia and the Higher School of Economics Research Institute, aimed at encouraging leaders and specialists who form compliance practice standards in the Russian financial market.

The rating is designed to highlight professionals who play a key role in managing the risks of insider trading and market manipulation, as well as in developing a culture of transparency and responsible corporate governance. Within the framework of the project, a study of best compliance management practices in the context of the requirements of Federal Law 224-FZ is also planned.

The project methodology is based on the principle “the best choose the best” and relies on many years of experience from the rating “TOP-1000 Russian Managers,” which the Association of Managers has been implementing for more than 25 years. During the expert online voting, candidates are evaluated by peers based on information provided in participant questionnaires. The rating assesses experience, achievements, the level of development of corporate and public compliance culture, as well as contributions to the development of mechanisms to counter unauthorized use of insider information and market manipulation.Voting is carried out depending on the sectoral affiliation of the participants. The final decision on the rating laureate is made by the professional compliance community.

Irina Grekova, Senior Managing Director for Compliance and Business Ethics of the Moscow Exchange:

“Modern compliance practices and the responsible work of compliance officers are key conditions for the effective implementation of updated regulations to counteract the improper use of insider information and to foster a culture of trust in the financial market. By launching the rating, we want to emphasize the importance of the daily work of compliance specialists, create a platform for exchanging experience, and demonstrate how practical solutions help reduce risks and protect investors.”Our task is to support the professional community with methodology and services so that market participants can build transparent and reliable risk management systems based on trust and compliance with legal requirements.

Vyacheslav Evseev, Executive Director of the Managers Association:

“The development of the compliance function is becoming one of the key factors in the sustainability of modern business and trust in the financial market. Today, compliance managers are responsible not only for compliance with regulatory requirements, but also for the formation within companies of systems of corporate ethics, transparency, and risk management. For the market, it is especially important to develop professional guidelines, identify the most effective practices, and create platforms for experience exchange.”The rating of the best compliance managers is intended to become exactly such a tool — to contribute to the development of the professional community and the further improvement of compliance practice standards in Russia.

The selection of ranking laureates will take place in several stages: application submission, expert online voting, calculation of the integral evaluation, and publication of results. The ranking results will be posted on the website of the Moscow Exchange and the Association of Managers. The deadline for application submission to participate in the ranking is extended until June 15, 2026, inclusive on the website.https://compliance.amr.ru/.

The ceremony for awarding the best compliance managers will take place on September 25, 2026, as part of the annual NIU VShE compliance conference. All ranking laureates will be awarded personalized diplomas, and the winner will receive the title of “Best Compliance Manager 2026” and an honorary ranking statuette.
