Deputy Chairman of the Government of Russia Dmitry Chernyshenko spoke at the opening of the scientific conference “Countering Neocolonialism as a Priority Direction of Ensuring the Security of Majority World Countries.” The event took place within the framework of the International Security Forum, which is being held from May 26 to 29 in the Moscow region under the auspices of the Security Council of the Russian Federation.

Deputy Secretary of the Security Council Alexander Venediktov noted that the International Security Forum will serve to develop mechanisms for strengthening global peace and security. All states have the opportunity to play a stabilizing role and contribute to finding effective solutions to global problems and setting the agenda for global development.

The Deputy Prime Minister drew attention to the fact that the participants gathered at a unique venue – a live arena, where for the first time last year the international song contest “Intervision” took place, bringing together finalists from 23 countries.

“Today, around 150 international delegations gathered at the forum venue, with a total of about 5,000 participants. Among you are security council secretaries, advisors to heads of states, heads of law enforcement agencies, special services. And the relevance of the issues raised is hard to overestimate. In the modern world, attempts are being made to establish new forms of international dependence. They define the challenges that, within the framework of the conference, I am sure you will work on,” said Dmitry Chernyshenko.

He emphasized that among the issues are challenges in the field of technological information dominance and unequal economic relations.

“We see that the states of Africa, Latin America, the Middle and Near East are ready to defend their national interests, conduct an independent foreign policy. It is important to strengthen the collective potential of the countries of the world majority and their role on the global stage. For this, coordination of joint efforts, exchange of experience, mutually beneficial partnership are necessary,” said the Deputy Prime Minister.

He reminded that Russian President Vladimir Putin, in his greeting to the participants of the St. Petersburg International Economic Forum, emphasized: Russia is open to constructive cooperation with all partners who share the principles of mutual respect and are ready to build honest, long-term relations.

Another challenge associated with rapid progress and digitization is the increased risks of monopolies in the fields of technology and artificial intelligence. Dmitry Chernyshenko reminded that, according to the results of an international foresight in the field of artificial intelligence, 270 leading scientists from 36 countries around the world identified 10 key directions for the development of AI technologies, which should be equally accessible to all participants in this movement.

The Deputy Prime Minister noted that the digital financial threat grows every year. To counter it, citizens need to be equipped with basic skills, especially youth in the risk zone. Thus, on the order of the head of state, the sixth International Olympiad on financial security is being held. Its geography has expanded to 45 countries, and the competition itself has grown into an international movement for financial security.

Joint research programs are designed to ensure the achievement of intellectual technological sovereignty. They allow the global majority to break away from using foreign technologies to create their own.

The government of Russia is ready to assist the development of such cooperation, provide platforms for joint work, and support promising initiatives and projects. Thus, at the end of April, the creation of a world-class scientific center ‘Value Sovereignty’ was supported. This will be the only organization of its kind with a humanitarian profile. The coordinator of the center is MGIMO, and key participants have become leading scientific organizations in the socio-humanitarian field.”They will engage, in particular, in the development of an international index of value sovereignty and the comparison of value models of different countries,” emphasized Dmitry Chernyshenko.

Academician of the Russian Academy of Sciences, Rector of the Moscow State Institute of International Relations Anatoly Torkunov noted that gaining genuine sovereignty, ensuring the rights to implement one’s own development model requires not only political will, but also a serious economic, technological, and scientific foundation: “Today we have come to the point, which was also the case 50 years ago, when developing countries put forward their own agenda for reforming the international system. For us at MGIMO, the topic of the world majority is exceptionally important.”

Deputy Chairman of the Federation Council Konstantin Kosachev emphasized that the scientific conference on countering neocolonialism is very timely. The success of the work will depend on how global processes will develop in the future world, which should become multipolar.
