Deputy Chairman of the Government Dmitry Chernyshenko greeted the participants of the general meeting of members of the Russian Academy of Sciences.
The event was also attended by the President of the Russian Academy of Sciences Gennady Krasnikov, Deputy Chairman of the Federation Council Konstantin Kosachev, Assistant to the President of Russia Andrey Fursenko, Minister of Science and Higher Education Valery Falkov, Minister of Health Mikhail Murashko, Minister of Transport Andrey Nikitin, head of the Federal Medical-Biological Agency Veronika Skvortsova, Rector of Moscow State University named after M.V. Lomonosov Viktor Sadovnichy, CEO of the state corporation “Roscosmos” Dmitry Bakanov, and others.
“The Academy not only preserves scientific traditions, but also actively participates in solving strategic tasks set by our President Vladimir Vladimirovich Putin. First and foremost, they are recorded in documents that define strategic goal-setting. The national goal is established in Decree No. 309 — achieving technological leadership. The key task here is to increase expenditures on science to 2% of GDP by 2030. In fact, this is an integral indicator of the updated Strategy for Scientific and Technological Development.”To achieve the goal set by the head of state, it is necessary to focus on scientific results that are in demand, as well as to attract qualified customers from the real sector of the economy. To this end, the academy is taking effective and concrete steps,” Dmitry Chernyshenko emphasized.
Among specific measures to accomplish these tasks, the Deputy Prime Minister noted the establishment of the “State Task 2.0” model. This is a new approach in which RAS aggregates the needs of enterprises and formulates tasks for R&D performers.
“The companies themselves act as qualified customers. They participate in selecting potential performers to carry out scientific research according to their requests within the framework of state tasks. During the implementation of the project, the customers have already placed about 1.7 thousand technological requests. We will continue to expand this project,” the Deputy Chairman of the Government added.
He asked the academy to provide the necessary assistance for the practical application of the research results and the development of the qualified customer institute, and also thanked Gennady Krasnikov and the RAS team for their large-scale work. The academy continues to focus on the topics of the fundamental scientific research program (FSR) for practical results. The detailed FSR plan for 2027 includes the expected outcomes based on the results of applications from qualified customers.
During the implementation of national projects on technological leadership, Dmitry Chernyshenko asked the members of the General Assembly of the RAS to focus attention on specific proposals for addition and improvement. The results will be considered at the meeting of the Commission on NT.
“By decisions of the President and the Chairman of the Government, the role of the academy in monitoring such projects is established. The Scientific and Technical Council under the leadership of the President of the Russian Academy of Sciences evaluates the course and implementation. It is important that this is not a formal process; it involves lively expert discussion with specialized departments,” he said.
The Deputy Prime Minister added that the expert work of the scientific and technical council is expanding, including in terms of supporting research. More than 6,000 experts perform approximately 40,000 expert evaluations annually. The Academy and the scientific and technical council have conducted an assessment of applications for the creation of new world-class scientific centers. Monitoring of the implementation of already approved programs is ensured. The Government plans to further expand the expert field of the Russian Academy of Sciences.
Dmitry Chernyshenko also emphasized the importance of the active participation of the Russian Academy of Sciences (RAS) in the development of the human resource potential of Russian science, including the coordination of the activities of the Higher Attestation Commission.
“The cooperation between the Government and the Academy is at an unprecedented level. As part of the preparation for the strategic session with the participation of the Chairman of the Government Mikhail Mishustin, the RAS was included in the work on improving the science management system. Gennady Yakovlevich will deliver a report on the role of the Academy of Sciences. The decisions made at the session will become fundamental for the development of science and technology in Russia in the near future. I thank my colleagues and personally Gennady Yakovlevich Krasnikov for their active stance and significant contribution to solving the key tasks before us in the scientific field.”I am confident that the intellectual potential of the academy will become an even more powerful engine of progress. We will continue joint work for the benefit of Russian science,” concluded Dmitry Chernyshenko.
Gennady Krasnikov noted that since the previous general meeting held on May 28, 2025, RAS scientists have carried out extensive work.
“Within the framework of fulfilling the state assignment, the Russian Academy of Sciences conducted over 500 events dedicated to relevant scientific topics during the reporting period. Thousands of conferences, symposiums, and seminars with the participation of RAS members were held at our regional branches, research centers, and other venues. Special attention was given to events dedicated to the 80th anniversary of Victory in the Great Patriotic War. I would like to separately congratulate our colleagues who were awarded high state honors. Since last May, 62 people have been so honored,” said the president of RAS.
