Deputy Prime Minister Marat Khusnullin held a meeting of the presidium (headquarters) of the Government Commission on Regional Development, where issues of housing and communal services, preparation for the heating season, as well as key tasks for the future, were discussed.

At the beginning of the meeting, the Vice Premier thanked the regions for their active work at the XVII International Economic Forum “Russia – Islamic World: KazanForum,” noting the scale of the events and the high involvement of guests. He called on the heads of the subjects to increase turnover through participation in the forum next year.

“The construction complex of Russia continues active work on the infrastructural development of regions, despite all difficulties. Over 4 months of this year, 9.7 million square meters of non-residential buildings have been commissioned, which is 7% higher than the same period last year. I ask the heads of regions to take measures to increase the volumes of commissioning both for apartment buildings and IZHS (individual residential housing), as well as to assist in issuing permits for construction and preparation of new projects. It is extremely important to continue monitoring developers’ compliance with deadlines for completing the construction of houses and transferring apartments to citizens. I will separately dwell on the heating season.”As of today, it has been completed in 59 regions, partially continuing in 30 regions — mainly in the territories of Siberia and the Far East. Reducing the number of emergency situations at housing and communal services facilities remains a key, systemic task. It is also necessary to timely approve plans for preparation for the next winter, coordinate all activities taking into account past years’ experience, and pay special attention to conducting drills on the elimination of emergency situations,” said Marat Khusnullin.

The Deputy Prime Minister noted the regions – leaders in reducing the number of accidents in the field of heat supply and hot water supply: Vladimir Oblast, Kaluga Oblast, Kabardino-Balkarian Republic, Tambov Oblast, Vologda Oblast, Republic of Tatarstan, Rostov Oblast, Republic of Crimea, Altai Krai, and Astrakhan Oblast.

Representatives of the General Prosecutor’s Office of the Russian Federation took part in the event. Marat Khusnullin thanked his colleagues for their regularly increased attention to the construction industry and housing and communal services, noting that this helps improve the sector in various directions.

The First Deputy Minister of Construction and Housing and Communal Services Aleksandr Lomakin noted in his report that the heating period of 2025–2026 went smoothly, without systemic failures.

“Throughout the entire autumn-winter period, the Ministry of Construction, jointly with the Ministry of Energy, Rostechnadzor, and Roshydromet, coordinated the work of the regions in a continuous mode. For rapid response in the regions, more than 25 thousand emergency teams totaling 112 thousand people were formed and equipped with 45 thousand units of equipment.”Instructions for eliminating emergencies at the heat supply facility have been developed, along with a standard action algorithm for preparation for the heating period, and the issue of including block-modular boiler houses and heat guns in the federal reserve of material and technical assets for prompt response to emergencies in heat and power supply systems has also been worked out. In addition, he spoke about the implementation of comprehensive plans for the modernization of housing and communal services in 2026, funded by concessional loans from the FNBF, infrastructure loans, funds freed up from writing off two-thirds of the regions’ debt on budgetary loans, and funds for the federal project “Modernization of communal infrastructure.” As of the results of the first quarter of 2026, 80 activities have been completed and 100 km of networks have been updated, which improved the quality of communal services for 440 thousand people.

Since 2022, more than 600 facilities and events in the housing and utilities sector have been completed thanks to infrastructure budgetary, special treasury, and treasury infrastructure loans, including the replacement of over 2.1 thousand km of engineering networks.

Within the framework of the program involving funds from the FNB in 76 regions, 258 projects are being implemented in the housing and communal services sector. Measures under 183 projects have already been completed.

Under the program for the modernization of communal infrastructure, 1362 housing and communal services facilities have been introduced at the expense of the Territorial Development Fund, including more than 2.9 thousand km of engineering networks.

Using the mechanism of writing off 2/3 of the debt on budget loans in the housing and communal services sector, 2553 projects are planned, of which 1667 have already been financed, including the replacement of elevator equipment.

Representatives of the Federal Antimonopoly Service, the Ministry of Energy, the Federal Service for Environmental, Technological and Atomic Supervision, the Ministry of Transport, and the Yaroslavl and Smolensk regions also spoke at the meeting with reports.
