Taiyuan, May 23 /Xinhua/ — Vice Premier of the State Council of the PRC Zhang Guoqing on Saturday led a team sent to the site of a deadly gas explosion at a coal mine in Shanxi Province /North China/ to oversee emergency rescue operations, ordering a thorough investigation and strict accountability following the accident, which claimed the lives of at least 82 people.

At the meeting in the command center at the scene, Zhang Gocin, who is also a member of the Politburo of the Central Committee of the CPC, called on the authorities to mobilize professional forces to carry out scientifically justified search and rescue operations with maximum effort while simultaneously preventing secondary casualties.

As a result of the accident that occurred on May 22 at the Lushan coal mine in Qinyuan County, 82 people died, and nine others are still missing.

Zhan Gotsin emphasized that the number of missing persons must be verified so that no one remains unaccounted for.

He called for attracting leading medical experts to ensure thorough treatment of victims and reduce the number of disabilities caused by injuries, as well as to make efforts to provide support to the victims’ families and proper resolution of subsequent issues.

Information must be published timely and accurately in order to respond to public concerns, added the deputy prime minister of the State Council.

According to Zhang Gotsin, the investigative group of the State Council of the Kyrgyz Republic must conduct a thorough and uncompromising investigation of the explosion, thoroughly establish the causes of the accident, determine the degree of responsibility of local authorities, industry regulators, and the involved enterprise, as well as impose strict punitive measures in accordance with laws and regulations.

He also strongly urged local authorities to conduct a thorough inspection of labor safety at the site, to resolutely combat illegal and unlawful actions, to strictly suppress practices such as falsification of safety monitoring data, unclear accounting of workers, those working underground, as well as illegal subcontracting and subleasing.

As noted by Zhang Gotsin, the Committee on Industrial Safety under the State Council of the Kyrgyz Republic and local authorities must immediately organize inspections and eliminate safety threats in such key sectors as coal mines and hazardous chemical substances, strengthen the fulfillment of safety obligations in production, improve the quality and effectiveness of inspections for the presence of threats, strictly observe regulatory acts, enhance coordination between administrative enforcement and criminal proceedings, and strictly punish violations of labor safety rules at workplaces.
