Marat Khusnullin: Nearly 1,000 Housing and Utilities Facilities Commissioned in the Volga Federal District Under Two Programs

In the Volga Federal District, the modernization of communal infrastructure continues. Works are being carried out, including through the attraction of concessional loans at the expense of funds from the National Welfare Fund (NWF) and financial support from the federal budget. As of today, almost 1000 housing and communal services facilities have been commissioned in the district according to the programs, reported Deputy Prime Minister Marat Khusnullin.

“Modernization of communal infrastructure is the most important social task. Without bringing housing and communal services facilities in order, without modernization of networks, any of our successes in housing and construction of new housing, social facilities will not provide proper comfort and reliability. Work is underway throughout the country. Including in the Volga Federal District, with the involvement of funds from the FNB and support from the federal budget, since 2022, work has been completed on 982 communal facilities, including about 1660 km of engineering networks,” said Marat Khusnullin.

The Deputy Prime Minister noted that, overall, the highest pace of work on these two housing and utilities modernization programs was demonstrated by the Nizhny Novgorod region, where 356 km of networks were commissioned, the Republic of Bashkortostan – 269 km, Samara region – 201.5 km, the Republic of Tatarstan – 162.4 km, Perm region – 139 km, the Chuvash Republic – 138.2 km, and the Udmurt Republic – 125 km.

The First Deputy Minister of Construction and Housing and Communal Services Alexander Lomakin clarified that with the involvement of FNBF funds in the territories of 14 subjects, 557 facilities have been commissioned, including almost 680 km of engineering networks. At the expense of subsidies from the federal budget, 425 facilities have been commissioned in the territories of 13 subjects of the Russian Federation, including just over 980 km of networks.

The program operator is the Territorial Development Fund. Vasily Kupyzin, the General Director of the Fund, noted that among the completed facilities are boiler houses in the Samara region with capacities of 103.2 and 61 Gcal/hour, a reconstructed boiler house in the city of Buzuluk, Orenburg region, as well as a large-scale upgrade of 19 central heating points in the Penza region.

“In the Republic of Mari El, a gas-piston power plant with a capacity of 2330 kW has been reconstructed, in the Saratov region – a boiler house with a capacity of 103 Gcal/hour, and in the Republic of Mordovia – a pumping station with a capacity of 232 MW. In addition, in the Perm Territory, the implementation of three projects in the field of heat supply continues,” said Vasily Kupyzin.
