Beijing, May 17 /Xin Hua/ — The State Administration for Market Regulation has published a working plan to support the development of the non-state sector of the economy for 2026, which sets out 34 priority tasks aimed at creating a fairer market environment and improving regulatory services.
The plan emphasizes the necessity to pay equal attention both to regulatory framework and to fostering development, alongside efforts to create a fair competitive environment, introduction of innovative approaches to regulation, and enhancement of service potential in the development area with the aim of promoting high-quality growth of the non-state economic sector.
In the area of strengthening legal and political guarantees for the non-state economic sector, it is planned to improve the legal framework in terms of fair competition and the supervision system for fees levied on enterprises. According to the plan, a number of measures will be taken to stimulate the creditworthiness of enterprises and to strengthen their potential in responding to technical barriers in trade, enhancing the development of political measures to support the development of individual industrialists and traders.
The government also emphasizes measures to maintain market order, based on fair competition, including the removal of barriers, promotion of the creation of a unified all-China market, strengthening informational and educational work, and leadership in complying with antitrust legislation and the diligent suppression of senseless competition.
Regarding law enforcement, the relevant agencies will seek regulatory models such as remote, contactless, and QR code-based methods when coming to enterprises to enhance the level of impartiality and civility in administrative law enforcement, to activate the dynamics of establishing order in key areas, and to optimize potential in management.
In addition, the government intends to strengthen the potential for servicing the development of the non-state sector of the economy, provide more targeted support to individual industrialists and traders, taking into account types and categories, as well as sustainably strengthen the quality infrastructure to support high-quality development.
This political step was taken in connection with the fact that non-state enterprises in China lead breakthrough innovations in various key sectors, which is facilitated by a favorable state policy that encourages entrepreneurship and promotes technological progress in the market.
