Deputy Prime Minister Dmitry Chernyshenko held a meeting on the issue of implementing projects to create world-class and advanced campuses.

The first Deputy Minister of Construction and Housing and Communal Services Alexander Lomakin, Deputy Minister of Science and Higher Education Andrey Omelchuk, Deputy Minister of Education Andrey Nikolaev, and regional governors participated in it.

“Within the framework of the national project ‘Youth and Children’ under the instructions of our President Vladimir Vladimirovich Putin, a whole constellation of modern university campuses is being created in Russia. The results already exist, and they are being demonstrated to the head of state. Already, 33 facilities have been put into operation, and another 14 are to be commissioned by the end of the year. This is almost 700 thousand square meters. At the finishing straight are campuses in Kaliningrad and Novosibirsk, as well as facilities in Chelyabinsk and Nizhny Novgorod. I ask the regions to approach this work with maximum responsibility and meet the deadlines,” Dmitry Chernyshenko noted.

Deputy Heads of the Ministry of Education and Science Andrey Omelchuk added that the creation of a network of modern campuses from Kaliningrad to Sakhalin is a large-scale living process that directly influences the quality of life of students, the development of science, and the attractiveness of regions and the country. Work is conducted around the clock at each facility.

“Campuses in Kaliningrad, Novosibirsk, and Chelyabinsk are already at an advanced stage of readiness. Undoubtedly, during the implementation of such projects, certain operational difficulties arise, but I would like to emphasize that such working moments are under constant control. Colleagues promptly eliminate risks and do everything to meet the planned deadlines. I am confident that each campus will become a magnet for talented youth, a driver of regional development, and a pride of Russian science,” said Andrey Omelchuk.

So, the project of an international university campus of a world-class level in the Chelyabinsk region involves the creation of eight hotels, a modular conference hall, an educational and scientific complex, and the reconstruction of a ski roller track. Two hotels of the first phase have already been put into operation. Construction and installation work is underway at the second and third phase facilities.

The campus project in the Novosibirsk region includes the creation of six facilities. Four facilities were commissioned in 2024 – an academic building and a leisure center of SUNTS NGU, a dormitory complex, and a current auditorium building of Novosibirsk State University with a student project center, a scientific library, and a refectory.

Novosibirsk Region Governor Andrey Travnikov noted that construction and installation works at the Educational and Scientific Center of the Institute of Medicine have been fully completed. “Today, the facility is undergoing state supervision inspection. On April 17, a positive conclusion was received from the repeated state expert review of the design documentation for both facilities. Currently, there are no systemic risks regarding the documentation processing for commissioning. Construction and installation works are continuing at the Research and Innovation Center. The installation of stained-glass windows, facade arrangements, and laying of internal engineering networks are being completed.”And the customer and the general contractor confirm the commissioning deadlines: the end of July – the first week of August. All forces, 443 people, are concentrated specifically on this building. Therefore, everything is realistic,” he added.

The project of the campus of the Immanuel Kant Baltic Federal University (BFU) in the Kaliningrad region includes eight buildings. Two of them – a general auditorium with a library and a multifunctional center – were put into operation in 2024, and two dormitories – in 2025. Additionally, the Institute of High Technologies was built in April 2026. The remaining three buildings are under construction.

According to the governor of the Kaliningrad region, Alexey Besprozvanny, the construction of the campus is nearing completion. At the moment, the technical readiness of the complex is approaching 85%. A total of 1,200 people are employed in the work.

“The region is fully meeting its obligations. I am keeping the situation under control and have reported on the work at the Kant Campus of BFU at a meeting with the President of Russia. Over the past two years, we have allocated 1.2 billion rubles. This funding was used to purchase equipment and furniture for the educational buildings. This year, an additional 615 million rubles have been provided in the regional budget for further equipping, including the library of the campus in the building of the ‘Higher School of Philosophy and Social Sciences.’ We are helping to expedite the delivery of equipment and materials by ferry service. The university’s requests are fulfilled promptly,” reported Alexey Besprozvanny.

Also, at the meeting, they discussed the creation of advanced schools. The work on the project is being carried out within the framework of the federal project “Leading Schools” of the national project “Youth and Children.”
