Deputy Prime Minister Dmitry Chernyshenko commented on the results of the strategic session dedicated to the development of engineering and technical education. The strategic session took place on May 12 at the Government Coordination Center under the chairmanship of Mikhail Mishustin.
“As the Chairman of the Government noted, the training of such specialists is a key link in the implementation of national technology leadership projects. This, in turn, is a national goal set by our President Vladimir Vladimirovich Putin. The agenda included a wide range of issues — from career guidance to the management models of universities and colleges. Decisions were made collegially, formed by 7 working groups, more than 100 experts. Above all, these are representatives of industry, business, the scientific and educational community, and the legislative authorities,” Dmitry Chernyshenko said.
The first decision that was developed: the education of future engineers should begin from the school bench. According to the vice-premier, following the President’s instructions, since 2024 a comprehensive plan is being implemented to improve the quality of mathematical and natural science education. Good results are already visible. Career guidance is being conducted in schools. An increase in students’ interest in studying mathematical and natural science subjects has been noted.
The second are the flagship programs of the national project “Youth and Children,” which work on the tasks of technological leadership. Thus, within the framework of “Priority-2030,” more than 140 Russian universities are implementing about 200 projects, which are synchronized with the requests of industrial partners. There is a task from the President to double this number – 50 advanced engineering schools – and 356 technical clusters of the “Professionalism” project are preparing in-demand specialists with engineering and technical profiles. By order of the head of state, a constellation of 40 world-class campuses is being created – from Kaliningrad to Sakhalin.5 of them are already in the pilot project for the development of specific engineering products.
The third is systemic measures aimed at taking into account personnel needs. The government annually increases the control figures of enrollments in accordance with the demand of the economy. This year, there are almost 265 thousand places in universities for engineering specialties, and nearly 500 thousand places in colleges for technical specialties. By the instruction of the head of state, now at least 50% of budget-funded places in universities will be allocated within the framework of a direct state order for priority specialties.
Thursday – new formats for working with industrial partners are being launched. The strategy session discussed a model of scientific and production associations based on universities. Business is preliminarily ready to invest more than 6 billion rubles in joint projects.
Initiatives have also been developed to increase practical training for students together with industrial partners, the development of a training plan for specialists to meet the needs of specific enterprises, the expansion of opportunities for students from regions to access advanced infrastructure throughout Russia, and the formation of a national ranking reflecting the contribution of universities to achieving technological leadership.
As Dmitry Chernyshenko noted, these measures will improve the quality of engineering education and should ensure Russia’s competitiveness at the global level.
