Beijing, May 8 /Xinhua/ — China considers culture as a foundation for strengthening the system of effective government management. Cultural potential plays a key role in the development of the cultural and ethical foundations of society in both urban and rural areas, as well as in improving the primary level management system, according to a report from the Xinhua analytical center published on Thursday.
The report titled “Theory of Expanding Cultural Rights and Opportunities: China’s Cultural Consciousness on the Path to High-Quality Development” was published by the Xinhua Institute, an analytical center at Xinhua News Agency.
The report states that the integrated development of state cultural services in urban and rural areas depends on the joint construction of facilities, joint use of resources, and effective coordination of supply and demand.
According to the report, local authorities throughout China continue to promote the concept of moral and ethical civilization. This is achieved through cultural education and enlightenment of the population, as well as by strengthening a positive agenda and advancing core cultural values.
Culture serves as a “flexible engine” of governance at the local community level. Regions throughout China transform cultural potential into management efficiency, ensuring the deep rooting of principles of joint construction, joint governance, and shared benefits in local communities.
