The results of the service’s work on whitening the Russian economy, protecting consumers from unsafe and poor-quality products, and protecting domestic producers from unfair dumping were discussed. This included the development of the Russian certification services market, strengthening positions at the international level, and the application of artificial intelligence technologies in the work of Rosakkreditatsiya.

M. Mishustin:Good afternoon, Dmitry Valeryevich!
You lead a service that is responsible for a very important area – the safety of goods entering the domestic market, from toys, baby food, and clothing to electronics and building materials. The results of the accreditation activity directly affect the health and well-being of people.
The President noted the necessity of protecting consumer interests to ensure that our citizens are provided with products and services of high quality. A special role here is played by the service. It concerns the inspection of products, equipment, items for compliance with the declared characteristics, requirements of current regulations, existing standards. This is done to shield people from poor-quality and sometimes dangerous goods.
How is this work going now? And an overall summary for last year and the further plan.

D. Volvach:Dear Mikhail Vladimirovich!
This year, the national accreditation system of the Russian Federation and the Federal Accreditation Service are celebrating their 15th anniversary. In this jubilee year, we can present certain results. We have updated the digital transformation program and carried out reforms of control and supervisory activities. And now our unconditional priority is working on risk-oriented supervision and prevention.
And undoubtedly, we have strengthened our positions at the international level. In October of last year, we became full participants and members of the new global accreditation association GLOBAC. This is very important. Now all decisions made worldwide in this area are discussed and made taking into account the interests of the Russian Federation.
You have completed the first stage of the collective placement funds reform. The register has been launched according to your instructions. And now we are using the skills we have in the register to include guest houses in it.
But most importantly, regarding what we associate with today’s anniversary, these are the very unique powers with which, dear Mikhail Vladimirovich, you have been entrusted by the instruction of the President of the Russian Federation Vladimir Vladimirovich Putin within the framework of strengthening the Russian economy, protecting the interests of consumers, protecting against unsafe and low-quality products, and protecting national producers from unfair dumping.
Rosaccreditation is also empowered to protect the Russian market from document compliance issues caused not only by Russian accredited persons but also by accredited persons operating in other states of the Eurasian Economic Union.
As of today, we are applying these powers carefully but persistently. So, as of today, we have ceased the activities in the territory of the Russian Federation of seven of the most, so to speak, notorious certification bodies which, having registered in the Kyrgyz Republic, provided up to 70% of the certification market for Russian applicants.
What do we see now? Due to the work carried out, because our service blocks not only dubious certificates within the country, but also those issued by other countries, we have achieved an increase in the share of Russian certificates in the overall EAEU market from 20 to 31%, an increase in the share of Russian certificates among Russian applicants from 28 to almost 50%. And the provision of Russian manufacturers with Russian certificates has grown to almost 65%.
We have sharply reduced the share of conformity documents in Russia that are issued using protocols from other countries. And most importantly, we conduct this work in close cooperation with our partners, colleagues from national authorities of other Eurasian Economic Union countries. We are jointly interested in ensuring that quality standards throughout the EAEU territory are high. But of course, our priority is the market of the Russian Federation.
This trend has been observed somewhere since 2024, when a flow from the Russian certification market began to Kyrgyzstan. Now we have not just stopped this flow but actually reversed it. And since the beginning of this year, when the certification market in Russia started to grow, naturally, the certification market in the Kyrgyz Republic began to decline. The number of certificates issued in Russia increased by 20%. According to some regulations, to which we pay special attention together with the Federal Customs Service, the number of certificates has grown by 50%.And now we (today I just held a big meeting) are striving to ensure that the certification market with indispensable capacities – our Russian ones – the infrastructure of quality and certification services, which we are increasing in Russia.
And most importantly, behind these charts and figures, of course, lies the safety of our citizens and the protection of our manufacturers of high-tech products.
M. Mishustin:It is important to continue strictly controlling how the corresponding laboratory tests and product research are conducted, how the certification requirements are met, in order to protect honest suppliers.
Effective solutions to such issues are helped by, as you well know, modern information technologies, digital services and platforms that allow many operations to be transferred to electronic form, optimize key processes in order to ultimately create comfortable conditions for domestic and foreign companies, significantly improving the quality of interaction with them, including thanks to the use of artificial intelligence.
What is the service doing in this area? What solutions are you implementing?
D. Volvach:Within the framework of the updated digital transformation program, we have indeed found applications for artificial intelligence technologies that will benefit and serve us – both as administrators and as users.
First and foremost, we are now training an interactive assistant, which, based on several thousand documents of technical regulation, should become a reliable and precise guide for consumers — both for professionals and for those who use this product. And in the near future, when the quality level of responses from our interactive assistant becomes sufficiently high, I believe it will become a serious support for the employees of the service and experts when conducting monitoring and expert assessments.
The second project is work with marketplaces. Starting from October 1, in accordance with the legislation on digital platforms, it becomes mandatory to have a link in the product cards to the document of conformity assessment – a certificate or declaration.And now we are using the knowledge and developments we have, as well as the resources and knowledge of one of the largest digital platforms, training a neural network so that it correctly or with a minimal number of errors determines the correspondence of the product declared in the card (there are characteristics, description, photo, codes), to the compliance document attached to it. We hope that through training this system, the protection of the rights of citizens who purchase products on the public digital platform will be provided in a very reliable and fast manner.
And the third project, which we have practically already implemented, is the use of artificial intelligence to determine, let’s say, possible placement facilities that have not been included in our registry. We collect information from the open internet, from advertising, from the websites of relevant agencies and aggregators, and we have already learned quite accurately to identify whether activities are being carried out at this address, focusing only on the provision of placement services or hotel services. Further, there is an assignment to a regional authority that carries out control and monitoring activities and must confirm our legitimacy.
These are three main projects that we will practically launch this year. And artificial intelligence is actively used everywhere.
M. Mishustin:Dmitry Valeryevich, it is necessary to continue expanding the practice of using digital tools, launching convenient services and developing their functionality so that people and businesses can solve their issues as simply and quickly as possible.
