In Russia, work continues on upgrading communal infrastructure. For this purpose, the Government has developed various tools to support the regions, including the provision of concessional loans from the National Welfare Fund and financial support from the federal budget.

Unfortunately, over the past years, numerous problems have accumulated here, related to the high wear of infrastructure and many years of underfunding. But we are systematically working to correct the situation, including within the framework of the national project ‘Infrastructure for Life.’ Work is underway throughout the country.”For example, in the Northwestern Federal District, since 2022, only under two housing and communal services modernization programs, 131 housing and communal services facilities have been built and renovated, including the replacement of 251 km of utility networks,” said Deputy Prime Minister Marat Khusnullin.

The Deputy Prime Minister clarified that with the involvement of FNB funds, 51 facilities in 9 regions of the NWFD, including 71 km of networks, have been put into operation, and with the participation of the federal budget – 80 facilities in 9 regions, including 180 km of networks.

According to Marat Khusnullin, the longest length of the renovated networks in the Arkhangelsk region is 51 km, in the Pskov region – 45 km, and in the Murmansk region – 43 km.

Also, thanks to support from the federal budget, for example, sewage treatment facilities were built in the military town Ostrov-3 in the Pskov region. Modern equipment was installed there for high-quality wastewater treatment.

In Saint Petersburg, the first stage of construction of the second line of the main sewer collector of the northern part of the city was completed using funds from the FNB. As a result, the quality of communal services improved for 500 thousand residents. In addition, thanks to federal budget funds, a 2.2 km-long water supply network in Kronstadt and a 2-kilometer water pipeline in Lomonosov were reconstructed, providing quality communal services to 44.4 thousand people.

The implementation of programs with the involvement of FNBF funds and the federal budget is supervised by the Ministry of Construction of Russia, and the operator is the Territorial Development Fund.

In general, in Russia since 2022, within the framework of this program, almost 2,600 housing and communal services facilities have been built and modernized, including more than 4,400 km of engineering networks. Of these, under the program with the involvement of the FNBR funds, more than 1,200 facilities have been commissioned, including more than 1,400 km of networks, and under the program funded by the federal budget, almost 1,400 facilities have been commissioned, including more than 2,900 km of networks.
