M. Mishustin:Good day, dear colleagues!

Before we begin the work of the government commission, I would like to thank the forum organizers, the heads of the North Caucasus Federal District regions, and everyone who participated in making this meeting possible. This significant event confirms that conditions are being consistently created in the macro-region to start and conduct business. Whether it is an agricultural or industrial enterprise or a large hotel complex.

We were once again convinced of this after visiting the exhibition, where they explained in detail about the implementation of dozens of projects, thanks to which the district is rediscovering its potential. It is occupying an increasingly significant place in the country’s economy.

In each of the regions, objects of healthcare, sports and culture, schools and kindergartens, residential buildings are being created and modernized, including with federal support. Without a doubt, andÂroads, industrial infrastructure, engineering and utility networks.

It is extremely important to constantly monitor the situation. This was confirmed by the recent situation with heavy rains, which to varying degrees affected half of the districts. Most of all — Dagestan. The bad weather caused widespread floods, which caused damage to residents, their property, and damaged infrastructure.

By order of the President, a government commission has been established to eliminate the consequences of floods.

Help should, of course, be provided as effectively as possible and strictly in the established order. So that people can return to their usual life, to their affairs, and work as soon as possible.

This is inevitable for the affected republics and for the macroregion as a whole.

We will definitely talk about this in more detail today.

Investor interest in the district is increasing, as the numbers primarily indicate. The volume of capital investment is steadily growing. Last year, it increased by 10%, reaching approximately 1.5 trillion rubles. Over the past few years, the loan portfolio has significantly expanded, by about 2.3 times. The volume of shipped industrial goods increased by more than 5%, exceeding the average Russian level.

The number of small and medium-sized enterprises increased by 10%. This is 2.5 times more than in the country as a whole.

Much of this is thanks to a very extensive toolkit of state support, specially developed for regions, investors, entrepreneurs. Preferential regimes operating in special economic zones, industrial parks, infrastructure mechanism menus, debt write-offs on budget loans, concessional loans, subsidies – all these measures provide the opportunity to expand capacities in industry, logistics, energy, tourism, and in the economy as a whole.

And of course, it is necessary to mention the agricultural sector – one of the main industries of the North Caucasus. We regularly assist the complex. Last year, more than 36 billion rubles were allocated from the budget for such purposes.

Almost all types of agricultural products are grown here. One tenth of the grain, one third of the fruits and berries in the country. The total orchard area is almost 85 thousand hectares. A year ago, a subsidized loan was granted to one investor for the establishment of a 200-hectare orchard in Karachay-Cherkessia.

Greenhouse complexes are actively being developed and introduced. They were also seen today. The largest ones are in North Ossetia, Ingushetia, and Stavropol Krai.

And also in a direction that is still quite new for this region, but considering the climate and soil quality, very promising. I mean flower cultivation.

The demand for the domestic market today is enormous – this was mentioned several times – about 2 billion pieces. Currently, only a quarter is produced throughout the country. When we visited the greenhouses in the Moscow region, we talked in detail about the need for this market.

I ask the heads of the regions, together with the Ministry of Communications and the Ministry of Economic Development, to work out the issue of fiber optic development in the North Caucasus. And for us, Alexander Valentinovich(addressing A. Novak), colleagues also need to use all available tools to support this direction.
