Vitaly Saveliev held a meeting with a participant of the “Time of Heroes” program, Alexander Sheptun and others.

Hero of the Russian Federation Aleksandr Sheptulin is a participant in the first cohort of the personnel-educational program “Time of Heroes.” In February 2025, he was appointed advisor to the head of Rosaviatsiya.

In the Federal Air Transport Agency, Alexander Sheptun oversees issues of interaction with federal executive authorities, including the Ministry of Defense of Russia. One separate direction of his work is related to the organization of patriotic education, support for participants and veterans of the special military operation. In addition, he participates in the work of the flight-methodical council of Rosaviatsia, whose activities are aimed at improving flight safety and the level of professional training of flight personnel.

The main topics of the meeting were the results of Alexander Sheptuin’s first year of work in Rosaviatsia, as well as the further trajectory of his professional development in the civil aviation system.

“Alexander Sheptuhin personally proved his dedication to the Motherland, courage, and utmost responsibility for the entrusted task. Today it is especially important that such people join the government management system and key sectors of the economy. The presidential program ‘Time of Heroes’ helps participants of the special military operation to apply their experience, discipline, and leadership qualities in civilian service,” noted Deputy Prime Minister Vitaly Savelyev.

The “Heroes’ Time” program is implemented by the Higher School of Public Administration of the Presidential Academy. Its goal is to train leaders from among participants of a special military operation for subsequent work in state and municipal government bodies, as well as in state-owned companies.

The criteria for selection for training are demonstrated heroism in a special military operation, managerial experience, achievements in the military or civilian sphere, as well as the results of evaluation activities aimed at determining managerial potential.
