The flagship multifunctional center (MFC) of the Association of Administrative and Technical Inspections (OATI) of the city of Moscow has been visited by about eight thousand applicants since the beginning of its operation. The institution, located at the address: 38 Ryabinovaya Street, provides specialized government services in a one-stop-shop mode in a single visit — from registering the vehicle and undergoing technical inspection to taking exams and obtaining driving licenses.
“We strive to make the process of technical inspection and taking exams simple and understandable. This becomes possible thanks to the high degree of technology penetration into the operation of ‘Control of Moscow.’ Since the beginning of the flagship MFC’s operation for registering vehicles in 2025, it has been visited by about eight thousand applicants,” noted the first deputy head of OATI — head of the State Supervision of the city of Moscow, chief state engineer-inspector of the State Supervision of the capital Daniil Malgin.
The technological center of the administrative building is a dispatch center, where on one of the screens in real-time mode video stream monitoring is conducted from surveillance cameras and video recorders of the inspector staff. The devices are installed at the inspection site.
On the second screen in online mode, you can see all the information about conducting the practical exam on the site for obtaining the tractor driver-mechanic certificate.
The flagship examination site — the first of its kind in Moscow. It fully complies with the current requirements and recommendations of the Ministry of Digital Development of Russia regarding the site area, the number, and sequence of examination exercises. Parallel to this, up to three people can take the practical exam here in different categories.
In general, the site conducts exams for the right to operate six categories of vehicles: A1 (all-terrain motorcycle, quad bike), A2 (snowmobile, buggy), B (mini-tractor, electric loader), C (forklift, tractor), D (tractor with a high-power engine), and E (tracked excavator).

At the MFC, comfortable conditions have been created for visitors — here there is a reception desk, a cloakroom, spacious halls, waiting areas and a cafe, and an electronic support system has also been implemented.
