Changes in communal infrastructure play an important role in solving problems related to improving the quality of life of people and the sustainable development of territories. Thanks to the national project “Infrastructure for Life,” from the beginning of 2025, the quality of housing and communal services has been improved for more than 8 million citizens. This was reported by the Deputy Chairman of the Government, Marat Khusnullin.
“The housing and communal services sector is socially significant and affects all residents of the country. However, there are still quite a few unresolved issues in it, which means that work here needs to be especially intensified. Ensuring the required quality of services provided, which directly affect the comfort of citizens’ lives, is possible only with continuous, systematic, and comprehensive work aimed at the modernization, reconstruction, and construction of communal infrastructure facilities. We are consistently engaged in these issues. To ensure high-quality housing and communal services and to increase energy efficiency, a technological upgrade of equipment and networks is carried out, management, technological, and economic aspects of the industry’s work are improved, and the efficiency of key utility enterprises is increased. Modern solutions are being implemented – from multi-stage filtration and UV disinfection to horizontal directional drilling and pipeline telemetry. This allows for reducing accidents, resource losses, and operating costs, as well as increasing labor productivity through automation.
“In the framework of the implementation of the federal project ‘Modernization of communal infrastructure,’ we see not only the improvement of the characteristics and operational properties of facilities but also specific socio-economic changes and improvements felt by millions of our citizens. Stable operation of heat sources, power generation networks, water supply and sewage systems is the foundation of quality life support for all Russians. Large-scale transformations have affected all the federal districts of the country. The largest number of facilities — 503 — have been introduced in the Central Federal District, especially in the Bryansk Region — 275 facilities.”In the Volga Federal District, 286 facilities have been put into operation, including 62 facilities in the Saratov region. In the Far Eastern Federal District, there are 159 facilities, and in the Transbaikal Territory, 45,” reported the Minister of Construction and Housing and Communal Services Irek Faizullin.
Among the projects implemented is the reconstruction of the boiler house in Pskov, which provides heat to the districts with a population of 75.7 thousand people, as well as 11 healthcare facilities, 16 schools, 25 kindergartens, Pskov State University, and cultural institutions. New hot-water boilers with a capacity of 100 Gcal/hour equipped with automated remote control have been installed there.
In the Oryol region, a water treatment station with a capacity of 1577.8 cubic meters per day has been launched, improving the quality of services for more than 4,500 residents of the Sovetsky district of Oryol. In the village of Granichny in Kabardino-Balkaria, a water intake facility was built with a water tower, a 1.02 km long water pipeline, 10 wells, and 5 fire hydrants.
In Saransk, the supply water pipeline was completely repaired, which improved the quality of cold water supply for more than 79 thousand residents. The work was carried out using an open method and horizontally directed drilling.
In Turinsk, Sverdlovsk Oblast, the repair of heating and hot water supply networks with a total length of 8.3 km has been completed, which has improved the quality of services for more than 2,500 residents.
“For the launch of large-scale work on updating the country’s utilities, comprehensive plans were developed and updated, including more than 50 thousand activities related to the update of over 18 thousand housing and communal services facilities and about 140 thousand km of engineering networks. About 26 thousand activities are planned to be completed by 2025–2030. The Territorial Development Fund is, in turn, monitoring the implementation of these plans, as well as the activities of resource-supplying organizations and the execution of memorandums signed by the Ministry of Construction with the regions,” noted Vasily Kupizin, the General Director of the Territorial Development Fund.
Memorandums provide for a set of obligations to improve the efficiency of housing and communal services. These include an annual reduction of the share of overdue accounts receivable in the total debt of resource-supplying organizations by at least 2%. It is also necessary to approve investment programs for all organizations implementing activities within comprehensive plans. From 2030, at least 2.5% of heating, water supply, and sewerage networks should be renewed annually.
