The results of the first all-Russian forum “State for the People,” which took place in Krasnoyarsk, have been summed up. The forum brought together about 2,000 participants from all regions of the country. Among them were representatives of federal, regional, and municipal authorities, multifunctional centers, business, and the IT sector. The three-day event included more than 40 sessions. They primarily addressed issues of implementing artificial intelligence and customer-centricity in the field of public services, as well as creating effective feedback mechanisms.
Within the framework of the forum, Deputy Chairman of the Government – Head of the Government Apparatus Dmitry Grigorenko summed up the results of the implementation of the federal project “State for the People.” The Vice Premier noted key achievements over the past five years and outlined priorities for further development. In particular, he recalled that the number of appeals to the “Life Situations” services on the “Gosuslugi” portal reached 90 million, with a user satisfaction rate for such services amounting to 98%.
The “State for the People” forum became a platform for uniting the efforts of the state and business around a common goal – improving the quality and accessibility of services for citizens. We not only summarized the results of the federal project implementation but also formed a specific agenda for its further development. Among the priorities are the introduction of educational programs, the development of user testing services, and the expansion of interaction with business.”All this allows us to build a truly seamless digital environment, in which a person receives convenient and understandable services regardless of who provides them,” said Dmitry Grigorenko.
A decision was made within the framework of the forum on the development and implementation in higher educational institutions of a specialized textbook “The State for People.”
In addition, for the first time in Russia, an agreement has been signed on the study of commercial services in a state laboratory for user testing. Thus, specialists will monitor and analyze the user experience when working with the mobile application of pharmacies in the Krasnoyarsk Territory: convenience of navigation and searching for medicines, speed and stability of the application, correctness of order placement and online payment, availability of information about availability and prices, clarity of the interface, as well as the overall level of user satisfaction with the service. Previously, more than 1.7 thousand users were tested in the laboratory.government services, now the practice will also apply to commercial services.
Agreements were also reached at the forum platform between the Agency for Strategic Initiatives, the state corporation Rosatom, the Higher School of Public Administration of RANEPA, and the Analytical Center under the Government of Russia on coordinating efforts to implement lean technologies and develop customer-centric digital solutions. The partnership is aimed at forming uniform standards and eliminating fragmentation in the implementation of initiatives.
At the event, Dmitry Grigorenko awarded the winners of the “Customer Centricity Leader” contest, which received about 200 applications. The winners were representatives of the Yamalo-Nenets Autonomous Okrug, Perm Krai, and Krasnoyarsk Krai.
In addition, the start of the first module of the educational program “Optimization of Public Services: From Functions to Problem Solving by Citizens at the Level of Subjects of the Russian Federation” is given.
According to the results of the forum, participants noted that the agreements reached will become a practical step towards the formation of a modern human-centered state, in which all levels of government and business act according to a unified logic oriented towards the needs of citizens.
