Within the framework of a working trip to the Trans-Baikal Territory, the Deputy Chairman of the Government – Plenipotentiary Representative of the President in the Far Eastern Federal District, Yuri Trutnev, held a meeting on the issue of socio-economic development of the Trans-Baikal Territory, a meeting on the implementation of the largest investment projects in the territory of the Trans-Baikal Territory.

According to the Governor of the Transbaikal Territory, Alexander Osipov, the region’s main investment portfolio includes 172 investment projects totaling 3.5 trillion rubles. Yury Trutnev drew the attention of the regional head to the necessity of providing work at major facilities primarily to the residents of the region. The deputy prime minister instructed the Ministry for the Development of the Russian Far East to work together with the Trans-Baikal Territory and other Far Eastern territories to develop proposals for a system of measures stimulating companies to create conditions for workers from the local population. “It is necessary to improve the lives of people where they work,” he emphasized.

Separately, within the framework of the meeting, issues of ensuring electricity supply to existing and planned industrial facilities were considered.

The region has a number of instruments aimed at improving people’s quality of life. In Transbaikalia, the mechanism of the presidential unified Far Eastern subsidy is in operation, within the framework of which 221 social facilities have been constructed and reconstructed. Programs for providing the Far Eastern hectare and Far Eastern mortgage are being implemented. 13,500 families have improved their housing conditions, and almost 10,000 people have received land plots.

By order of the President of Russia Vladimir Putin, master plans for Chita and Krasnokamensk are being implemented. The plans provide for the construction and reconstruction of 83 facilities with a total amount of more than 300 billion rubles. Within the framework of the master plans, 27 facilities are planned in Chita, and 56 in Krasnokamensk. At the moment, in Krasnokamensk, the construction of the air terminal has been completed, repairs of pools in 4 schools have been carried out. Work is still underway on 18 facilities in Chita and Zabaykalsk.

Separately at the meeting, the implementation of measures to increase the throughput capacity of automobile checkpoints for crossing the state border of the Russian Federation in the Trans-Baikal Territory and the fulfillment of a number of instructions from the President of the Russian Federation on these issues were discussed, including accelerating measures for their reconstruction and construction.

At a meeting on the implementation of the largest investment projects in the territory of Zabaykalsky Krai, new and already operating projects in the fields of mining industry, logistics, and energy were considered.

“En+” is implementing a large-scale project to construct the Trans-Baikal thermal power station (TPS) with a capacity of 1050 MW. The project is aimed at eliminating the energy deficit in the region. The coal-powered station (three blocks of 350 MW each) will be built in Chita with full capacity commissioning by the end of 2031, with investments exceeding 400 billion rubles. The station will consist of three power units of 350 MW each. It is planned that they will begin supplying power to the grid in stages: the first block from July 1, 2031, the second from October 1, and the third from December 1. Coal will be used as the main fuel for all power units.

Another project of “En+” is related to the construction of a coal mining open-pit at the Zashulansky deposit. The project is being implemented at TO “Zabaykalye”. The development of the Zashulansky deposit is an anchor from the point of view of the industrial and economic potential development of the Zabaykalsky Krai and Krasnochikoysky District. By the end of 2029, it is planned to reach an output of 5 million tons of thermal coal.

Prospects for the project to create a transport and logistics center within the framework of a concession agreement in the urban-type settlement Zabaykalsk were considered. The project is aimed at developing infrastructure for processing growing export-import flows.

The corporation “Mosstroytrans” is developing a project to create an unmanned cross-border transport system for container transportation between Russia and China. The comprehensive project for the creation of a cross-border transport system provides for a cargo throughput capacity of up to 10 million tons per year, which can make a significant contribution to the development of the transport and logistics system of the two countries.

The development of the Berezovsky iron ore deposit and the construction of a mining and beneficiation plant for iron ore enrichment were discussed. The investor, LLC “GRK ‘Khuatai'”, plans to invest 113 billion rubles, creating a large-scale production facility aimed at export, with infrastructure modernization. The company plans to modernize the mining enterprise and increase annual production capacity from 200–300 thousand tons to 10 million tons within eight years.Also, “Khuatai” plans to build a cross-border conveyor gallery costing 8 billion rubles, simultaneously with the modernization of the existing Olochi – Shivey checkpoint. The plant at the deposit will load products onto the conveyor, and they will be unloaded at the logistics center in Chinese Shivey.

The company “Udokan Copper” is the anchor resident of the TOR “Zabaykalsky” and is implementing a project to develop the largest copper deposit in Russia, the Udokan deposit. In 2023, the company began producing commercial copper concentrate, and in 2026 plans to launch cathode copper production. The production capacity of the Udokan mining and metallurgical plant allows processing 15 million tons of copper ore and producing 150 thousand tons of copper per year. The products in the form of cathode copper and sulfide concentrate will be marketed simultaneously both in the domestic market and in the countries of the Asia-Pacific region.”Udokanskaya Med” provides safe working conditions by implementing modern technologies, automated management and control systems. The company creates a comfortable environment for work at the largest deposit in Transbaikalia. Within the framework of the agreement with the Corporation for the Development of the Far East and the Arctic, 4555 jobs have already been created.

The winners of the nomination “Leader in Creating Highly Skilled Jobs” were the company “Udokanskaya Copper” and LLC “Vekom-Plus”.

The President of LLC “Patriotic” Vekom-Plus was awarded for the project on manufacturing equipment for deliveries to the Special Military Operation (SMO) zone. Since 2023, the design bureau “Veter” has been implementing, thanks to the application of a package of state support measures by LLC “Patriotic”, a project for manufacturing equipment supplied to the special military operation zone. Since the start of production in 2023, the company has sent more than 10,000 units of equipment to the SMO zone, including strike UAVs “Veter-10”, “Veter-13”, and the modified “OKTO” with increased payload capacity, as well as ground control stations “Python”.The company is currently implementing its new development – the Altai ground control station, which is capable of operating effectively under conditions of radio-electronic countermeasures.

It should be noted that this year, all three places in the nomination “Leader in Creating Highly Qualified Jobs” were taken by companies from the Trans-Baikal Territory. Earlier in Moscow, the winner of the nomination – the Mangazeya Group of Companies – was awarded for the implementation of the project to develop the Taseevskoe gold deposit under the preferential conditions of the TO “Trans-Baikal.” The implementation of this and other development projects by the company in Trans-Baikal will have a positive socio-economic effect: more than 3.5 thousand jobs will be created in the Trans-Baikal Territory.
