A new list of strategically important pharmaceutical products has been formed in Russia, ensuring priority needs of the healthcare system for disease prevention and treatment. The order on its approval was signed by the Chairman of the Government of the Russian Federation, Mikhail Mishustin.
The list includes 206 items. These are essential and most important medicines, vaccines included in the national schedule of preventive vaccinations and the vaccination schedule for epidemic indications, blood products, blood substitutes, infusion solutions, narcotic analgesics, medicines for treating especially dangerous infections, socially significant diseases and conditions posing a danger to others.
The full production cycle of such drugs must be ensured within the territory of the country, and the organization and production will be carried out with state support. Furthermore, the medicines included in the list will have priority in public procurement. This will allow increasing the country’s pharmaceutical independence, ensuring a stable supply of essential medicines to clinics and hospitals, as well as realizing the export potential of Russia’s pharmaceutical industry.
The list was formed by a special interdepartmental commission, which included representatives of the Ministry of Health, the Ministry of Industry and Trade, the Ministry of Finance, the Federal Medical-Biological Agency, the Ministry of Economic Development, the Federal Antimonopoly Service, Roszdravnadzor, and Rospotrebnadzor. The basis for its formation were the new criteria approved by the Government in March 2026 for the implementation of the current provisions of the Federal Law “On the Circulation of Medicines” and the Strategy for the Development of the Pharmaceutical Industry until 2030.
The approval of the new list was announced by Mikhail Mishustin onAt the meeting with the vice-premiers on April 27.
“We will continue to increase the share of domestic developments, expand the capabilities of the domestic pharmaceutical industry in order to eliminate disruptions in the supply of medicines to pharmacies and hospitals, strengthen our technological sovereignty. The quality of life of people across the country depends on this,” emphasized the head of the Government.
