Deputy Prime Minister Tatyana Golikova spoke at the meeting of the Council of Legislators at the Federal Assembly of the Russian Federation, which took place in St. Petersburg.
“Russia is a state for which interethnic relations have been relevant throughout all historical periods, and today the main tasks of national policy are ensuring civic unity, preserving traditional values, our unique culture, traditions of all nationalities living in Russia, and strengthening interethnic peace,” said the Deputy Prime Minister.
She noted that by the decree of the President of the country, Vladimir Putin, the year 2026 was declared the Year of Unity of the Peoples of Russia. An organizational committee for conducting the Year was formed, and a plan of main events was approved.
On the eve of the Year of Unity of the Peoples of Russia in November 2025, the President adopted a new Strategy of State National Policy for the period up to 2036. The government approved a three-year action plan for its implementation. By the decision of the head of state, a Government Commission on the Implementation of State National Policy was established.
In her report, Tatyana Golikova focused on the key moments of implementing the national policy:
1. For the first time in the strategy, a section dedicated to the implementation of the state national policy in the region is provided. Regions are recommended to develop and approve their own plans of measures for the implementation of the strategy.
2. The implementation of national policy requires serious interagency interaction of public authorities at all levels and dialogue with civil society institutions. The Deputy Prime Minister emphasized that the promotion of narratives of unity of the peoples of Russia, interethnic harmony, and rejection of conflicts on national and religious grounds must be present in all spheres – in education, culture, science, production, and in the public space.
3. Special attention – working with children and youth. The emphasis should be placed on educational and enlightening activities.
4. In the implementation of state national policy, it is necessary to promote traditional family values, especially among the youth.
“The main value for all the peoples of Russia is the family. In the family, the fundamental life guidelines are formed – love for close ones, respect for elders, pride in the country, and a friendly attitude towards all nationalities. Large, strong families make our society stable and are an absolute priority for us,” said the vice-premier.
5. Another important block is the feats of our heroes. Tatyana Golikova emphasized that during the years of the Great Patriotic War and in the special military operation to defend the country, people of different nationalities stood united, all calling themselves Russian soldiers. In facing threats, the cohesion of our multinational people is the strongest manifestation. This topic must constantly remain on the agenda of state national policy, and examples of valor of multinational combat units, combat and civil feats of our fighters must be widely used in educational, cultural, and creative projects.
6. Personnel Training. It is necessary not only to improve the professional level of civil servants responsible for the implementation of state national policy, but also to create conditions for expanding competencies on national policy issues for those who directly interact with citizens — educators, scientists, creative workers, journalists, and others.
7. The most important direction is monitoring the situation, preventing conflicts, neutralizing risks and threats that arise in the territory of a specific region.
It is necessary to convey reliable information to citizens as quickly as possible in response to negative news triggers.
8. In this regard, the role of informational support for state national policy is increasing. Leaders of public opinion need to be actively involved in the information agenda. Special attention should be paid to debunking pseudo-historical myths and unreliable information.
9. On January 1, 2026, the Concept of Sustainable Development of the Indigenous Small-Numbered Peoples of the North, Siberia, and the Far East of the Russian Federation for the period up to 2036 came into force, prepared with the participation of the relevant committees of the State Duma and the Federation Council.
“There is no analogue to such a document in the field of indigenous peoples’ rights protection in any country in the world today,” said Tatyana Golikova.
She added that one of the results of the joint work with the Federal Assembly was the recently adopted federal law that will solve the problem of registering citizens from among the nomadic indigenous small-numbered peoples who do not have a place of permanent or predominantly permanent residence.
In conclusion, Tatyana Golikova noted that at the end of May the Government will present to the chambers of the Federal Assembly the next, already the third by count, state report on the implementation of the State National Policy Strategy of the Russian Federation for the period until 2025.
