The Southern Federal District (SFD), overseen by Deputy Prime Minister Marat Khusnullin, unites eight subjects: Krasnodar Krai, Rostov, Volgograd and Astrakhan regions, the republics of Adygea, Kalmykia, Crimea, and Sevastopol. Thanks to these measures, large-scale projects are being implemented that create new jobs, stimulate related industries, and increase the investment attractiveness of territories. In the Southern Federal District, with the participation of infrastructure credit funds, 173 facilities and events were approved. The Ministry of Construction acts as the curator of the infrastructure credit program, and the Territorial Development Fund participates in its implementation.
First Deputy Minister of Construction and Housing and Communal Services Aleksandr Lomakin reported that within the framework of the IBK, SCC, and KIK mechanisms in the Southern Federal District, 117 facilities and events have already been completed, including the commissioning of 169.4 km of engineering networks and 31.2 km of roads.
“Among the completed projects are the major repairs of the water main in the Saky district of the Republic of Crimea, spanning about 14 km, the construction of a sewage collector in Rostov-on-Don (3.27 km), the construction of the “Zapadnaya Gora” automobile road in the Rostov region, as well as the construction of the street-road network from the “Pribrezhnaya” complex to the water park in Crimea, almost 2.5 km long. These projects not only improve transport and communal infrastructure but also create conditions for the sustainable development of the regions,” said Alexander Lomakin.
The General Director of the Territorial Development Fund, Vasily Kupyzin, added that work involving attracting loans continues in all eight regions of the district.
“As of today, 56 facilities and events are in operation in the Southern Federal District, including 32 with the involvement of treasury infrastructure loans, which were launched in 2025. Among them are the reconstruction of sections of the water supply network in Maykop, Republic of Adygea; construction and reconstruction of water supply and sewerage facilities in the northern part of Elista, Republic of Kalmykia; construction of a sewage pumping station and pressure pipeline in Krasnodar with a length of about 2.4 km.”The mechanism of infrastructure loans allows regions to systematically update infrastructure, which directly affects the quality of life of citizens,” said Vasily Kupizin.
