Chita /Russia/, April 27 /Xinhua/ — In conditions of global instability, the development of cross-border cooperation between Russia and China is acquiring special significance and is moving to a new level of priority. This was stated today in an interview with correspondent Xinhua by the Governor of the Transbaikal Territory of Russia, Alexander Osipov.
“We must understand that cross-border cooperation is moving to a completely different level of priority. Maritime transportation is under threat due to US actions… We have an independent opportunity from Western countries to develop cross-border cooperation,” he indicated.
As A. Osipov noted, the key sphere of interaction between the Trans-Baikal Territory and China is the mining industry. Chinese companies participate in projects to develop natural resources: gold, copper, zinc, lead, tin, coal.
“Mining is currently a priority for us, together with our investors, including the Chinese, to develop new technological processing facilities. Therefore, we are preparing a special support system for those enterprises that, in addition to extraction and primary processing of resources, will build production facilities that will perform deeper processing of this or that product,” the governor explained.
He said that an international fast-developing territory /MTO/ has been created in Transbaikalia to attract foreign investors. The project provides special conditions for investors: preferential taxation, reduced tariff of insurance contributions, abolition of customs duties.
“We invite Chinese companies and actively talk about the investment opportunities of the Trans-Baikal Territory, about joint opportunities,” emphasized the interlocutor from Xin Hua.
An important area of bilateral cooperation, according to A. Osipov, has become the development of cross-border transport and logistics infrastructure in Transbaikalia. This refers to the development of highways and railways, the construction of logistics centers, modernization of checkpoints, which will increase the throughput capacity of border crossings and provide opportunities for a significant number of Chinese and Russian companies to buy and sell raw materials, components, various types of manufactured goods, as well as goods indispensable to the population.
“In transport and logistics, border crossings have great significance, therefore we are actively developing together with China at the level of intergovernmental commissions, at the level of working groups on transport, economic interaction, and cross-border cooperation capacities to ensure that as many goods as possible pass between Russia and China,” indicated A. Osipov.
The head of the region also spoke about cooperation with China in the humanitarian sphere.
“We traditionally participate in sports events, cultural events of each other, joint humanitarian programs, in the cross-years of culture, now — in the cross-year of education,” he noted, reminding that the history of cooperation between universities of Transbaikalia and China already counts almost 80 years.
Speaking about the development of tourism, A. Osipov drew attention to the fact that thanks to the visa-free regime, there is currently a sharp increase in trips of Russian tourists to China and Chinese tourists to Russia. At the same time, the head of the region noted the enormous tourist potential of Transbaikalia.
“There are many natural monuments in the Transbaikal Territory. For example, the northernmost desert in the world, high-mountain beautiful lakes, tributaries of Baikal. There are also interesting places connected with the history of interaction between Russia and China,” he said, adding that many new and interesting tourist routes are now being created.
As the governor of Zabaykalsky Krai emphasized, cross-border cooperation is aimed at strengthening economic, infrastructural, cultural, and humanitarian ties between Russia and China.
“We need to develop transport corridors between our countries as quickly and intensively as possible, doing so in a way that border crossings are not a limitation for movement, simplifying the process, making it more convenient for enterprises and investors, so that administrative state borders are not an impediment and do not hinder the growth of our cooperation,” concluded A. Osipov.
