At the Institute of Industrial Management, Economics and Trade of SPbPU, an expanded meeting of the Council on labor productivity and operational efficiency of the Association of Industrial Enterprises of St. Petersburg (AIE SPb) took place. It was held jointly with the Federal Center of Competences in the field of labor productivity, the Regional Center of Competences of St. Petersburg, and the Saint Petersburg Polytechnic University Peter the Great. The organizer of the event on behalf of the university was the Higher School of Production Management of IPMEIT.

The main topic of the meeting was the discussion of launching and implementing operational efficiency programs at city enterprises. The General Director of APP SPb, Alexander Gromov, opened the Council meeting. He addressed the participants with a welcoming speech from the president of the Association, Valery Radchenko:Synergy of science, education, and real production is what distinguishes the strong industrial enterprises of Saint Petersburg. I am confident that today’s dialogue will provide each enterprise with concrete tools to move forward. I thank the organizers, all the speakers and participants for their concern and willingness to share experience. I wish productive work, new contacts, and, most importantly, the implementation of results..

With a welcoming speech on behalf of the university, the head of the administrative apparatus of the rector, Vladimir Glukhov, spoke. He highlighted the importance of such events and also emphasized that the university is focusing on close cooperation with employers and active integration of education with real production for the training of qualified personnel for the economy of Saint Petersburg. The director of IPMEIT, Vladimir Shchepinin, addressed the participants of the event with wishes for fruitful work, active exchange of opinions, and the development of concrete practical steps and proposals based on the results of the Council meeting.

More than 80 representatives of industrial enterprises and city organizations attended the meeting. The main goal was to discuss practical experience and specific tools for improving operational efficiency and labor productivity. In addition to the members of the association, representatives of enterprises responsible for operational efficiency, development of production systems, and implementation of a culture of continuous improvements in ongoing activities were invited to the meeting.

The discussion was opened by the chairman of the APP SPb Council on labor productivity and operational efficiency, the head of the digital transformation program at JSC “Cordiant” of the “Severgroup” company, associate professor of the Higher School of Production Management of SPbPU, Khamit Fattakhov. He highlighted the key problem when implementing changes in production — a gradual loss of the results achieved.

According to statistics, up to 70% of improvement initiatives are not embedded in everyday practice and over time are “rolled back” to their original state. In this case, it is necessary to use a comprehensive approach that addresses two interrelated tasks: decomposition of strategic goals, ensuring a transparent connection between the daily actions of employees and the business results of the company, and stabilization of changes — built-in mechanisms for sustaining improvements, which turn one-time projects into sustainable elements of the production system.,— noted Khamit Fattakhov.

The Deputy Director for Project Implementation of the Federal Competence Center in the field of labor productivity, Evgeny Rulev, gave a report on the introduction of lean manufacturing (Lean) at Russian enterprises.

The implementation of new forms of lean production for enterprises in Saint Petersburg was discussed during the speech of Fyodor Dmitriev, Director for Operational Efficiency of the Regional Competence Center of Saint Petersburg.

Issues of quality and labor productivity in welding production were considered in the report by the scientific development advisor of LLC SZ ANTC “Energomontazh” Sergey Aristov.

A lively discussion was sparked by a speech from one of the leading Russian researchers in the field of management, controlling, and production organization, a professor and head of the Department of “Economics and Production Organization” at the Moscow State Technical University named after N. E. Bauman, Sergey Falko, about the humanization of labor as a factor in increasing the operational efficiency of enterprises.

Today, enterprises need to think primarily not about financial indicators and the quantity of produced goods, but about people and the organization of humane labor. The effectiveness of “lean production” should be assessed from the point of view of how much it “preserves” the physical, psychological, and mental health of the employee.,” — emphasized Sergey Falko.

After his presentation, the speaker gave the Association of Industrial Enterprises of Saint Petersburg a reprint edition of the first management textbook in Russia by Professor Nikolay Frantsevich Charnovsky of the Imperial Moscow Technical School (now MSTU named after N. E. Bauman) “Organization of Industrial Enterprises for Metal Processing” published by the Moscow Scientific Publishing House in 1914.The publication provides a detailed presentation of the techno-economic foundations and principles of rational organization of production, which in modern terminology can be called the principles of “lean manufacturing,” formulated in Russia more than 110 years ago.

The practical experience of creating a corporate educational program for training specialists in production management, implemented jointly with JSC “NPO “Obukhov Plant” and JSC “Power Machines,” was shared by representatives of the Higher School of Production Management of SPbPU — director of the HSPM Olga Kalinina and heads of educational programs, associate professors Irina Bagaeva and Nikita Lukashevich.

The commercial director of the Saint Petersburg branch of the company “First BIT,” Yulia Efimova, spoke about methods of optimizing production processes aimed at eliminating losses and increasing personnel efficiency.

Head of the category procurement department of JSC “Power Machines” Ilya Shinkeevich presented a review report on the topic: “How to improve the operational efficiency of an enterprise through procurement analytics.”

The experience of the company “Gazpromneft — Lubricants” in the formation and development of an operational activity management system was shared by the head of the SUOD department, Alexander Lebedev.

Practical examples of implementing digitalization tools in operational production management were presented by the head of the Nota.Design & Innovation department at the digital agency Notamedia.Agency, Denis Potapchuk. In his presentation, he considered the Design Thinking methodology for identifying bottlenecks, presented a map of the user experience of an employee, foreman, and site manager, and showed how process visualization helps find losses: eight types of losses according to Lean.

The concluding presentation was a discussion of ways to increase production capacity by increasing the production flow rate, presented by experts from the Consortium for the Development and Production of Technological Equipment Sergey Viarov and Andrey Naumov.

Under conditions where it is necessary to increase production volumes, the actual task is to increase output using existing production capacities. This is possible by increasing the speed of the production flow through the targeted elimination of non-productive delays in its movement.,” — emphasized the experts in their statement.

In the final part of the event, APP SPb advisor Sergey Belfer briefly summarized the main theses of all the speakers, highlighting the key results of the discussion. At the end, there was a live informal communication where participants established new business contacts and discussed promising directions for joint work.
