The government has approved changes expanding the circle of recipients of the preferential “Far Eastern and Arctic mortgage”: now it includes participants in the special military operation (SMO) from border regions and certain categories of medical workers. Citizens who participated in repelling the armed invasion on the territory of the Russian Federation and preventing provocations on the border and in the territories of the Russian Federation subjects adjacent to the areas where the SMO is conducted, as well as employees of state and municipal medical organizations, will be able to take out the preferential loan.

“The Far Eastern and Arctic mortgage is one of the most in-demand measures to support the residents of the Far Eastern Federal District and the Arctic. The mortgage is a flexible instrument. It consistently and systematically adapts to the real needs of citizens planning to link their lives with the Far East and the Arctic. Currently, recipients of preferential loans include young families, doctors and teachers, workers of the OPK, participants in the special military operation, and participants in the ‘Hectare’ program. The decision to expand the program to cover the young people who defend our Motherland is more than justified. We also considered it appropriate to provide preferential mortgages to medical workers.”This will allow attracting additional qualified personnel to the Far East and the Arctic. We will continue working on improving mechanisms aimed at improving people’s lives,” said the Deputy Chairman of the Government – Plenipotentiary Representative of the President in the Far Eastern Federal District Yuriy Trutnev.

Thanks to the program, already 202 thousand families and specialists have been provided with housing with a loan at a rate of 2%. The total amount of loans issued exceeded 1 trillion rubles. Investments in the construction sector ensured a tripling of the volume of housing under construction in the Far Eastern region – up to 7 million sq. m. In the Arctic, the volume of housing under construction increased by 73% over two years.

It should be noted that the program has already expanded the range of participants. Thus, in 2025, participants of the “Zemsky Cultural Worker” program, large families, and employees of educational organizations will be included. In addition, the possibility has appeared to buy secondary housing in cities with low construction volumes.

The projected increase in loan issuance in 2026 will be 1 thousand loans (an increase of about 3 thousand units is expected for 2026–2028).

In the Far East, loans under the program are most often issued in Primorsky Krai (47,648 loans), the Republic of Sakha (Yakutia) (34,156), and Khabarovsk Krai (25,747). More than 60% of all preferential far eastern mortgages issued in the Far Eastern Federal District are registered in these regions.

In the Arctic, the largest number of loans were issued in the Arkhangelsk region (13,530 loans), Krasnoyarsk Krai (5,529), and the Yamalo-Nenets Autonomous Okrug (2,413).
