Almaty, April 22 /Xin Hua/ — China, being one of the leaders in building an ecological civilization, promotes the harmonious coexistence of man and nature, viewing it as one of the basic requirements for modernization in the Chinese style. The article notes that during the 14th Five-Year Plan period, China created the world’s largest system for supplying ecologically clean electric energy, the largest renewable energy system in the world, and the largest emissions trading market for carbon quotas in the world. China solemnly promised the international community to reach peak carbon emissions by 2030 and carbon neutrality by 2060, demonstrating the sense of duty and responsibility of a major power.
As Han Chunlin writes, China comprehensively and effectively implements the UN Framework Convention on Climate Change, actively promoting the achievement, signing, entry into force, and implementation of the Paris Agreement on climate. The country also contributed to the adoption of the Kunming-Montreal global framework program in the field of biodiversity and allocated 1.5 billion yuan for the creation of the Kunming Biodiversity Fund.
According to the envoy, China is actively promoting the creation of a fair and rational global climate governance system. As of October 2025, the country has signed 55 memorandums of understanding on South-South cooperation in the field of climate change with 43 developing countries and has provided project financing in the amount of 177 billion yuan to support developing countries in combating climate change.
The Chinese diplomat reminded that at the “China – Central Asia” summit held last year, the parties unanimously supported the creation of a Center for Cooperation between China and Central Asian countries in combating desertification, which currently makes a significant contribution to solving the problem of desertification.
The recently adopted Environmental Code of the PRC is the second law of China whose name uses the word “code.” As Han Chunlin emphasized, this means that environmental protection law in the PRC has entered an era of “codification” and signifies a transition from building a beautiful China to a new stage of legal formalization.
The author of the article noted that in China’s 15th five-year plan (2026-2030), clear measures are defined for accelerating comprehensive green transformation and the construction of a beautiful China.
On April 22, the first Regional Environmental Summit began work in Kazakhstan, which, according to Han Chunlin, will become an important platform for strengthening consensus on green development issues and jointly discussing large-scale environmental management plans. China and Kazakhstan have been conducting diverse bilateral and multilateral cooperation in recent years and are companions on the path of green transformation, the ambassador pointed out.
According to him, currently, practical cooperation between China and Kazakhstan is constantly expanding beyond the traditional spheres and mastering new directions such as environmentally clean energy, water-saving irrigation, combating desertification, green technologies, and investments. For example, this year the first hydrogen production and storage system was officially put into operation within the framework of the “Belt and Road” initiative.
Looking into the future, Han Chunlin expressed confidence that the green cooperation between China and Kazakhstan will unleash powerful energy, giving an impetus to the emergence of mutually beneficial comprehensive cooperation between the two countries at a new level. –0–
