Deputy Chairman of the Government Marat Khusnullin took part in the panel session “Environment for Life: an Integrated Approach to the Development of Territories,” which was held within the framework of the III All-Russian Municipal Forum “Small Homeland – the Strength of Russia” at the National Center “Russia.” This is an annual event conducted under the instructions of President Vladimir Putin.
“The main capital in our country is the human being. Wherever he lives, there is development of infrastructure, business, and services. If there are no comfortable conditions — healthcare, education, good roads, and jobs — then a person will not live in their own settlement. Therefore, it is essential to engage in the development of all regions of the country comprehensively. For this purpose, the national project “Infrastructure for Life” was launched. Last year, regarding the commissioning of residential and non-residential real estate, we reached the maximum volumes in the entire recent history of the country — 150 million square meters.”The key role in achieving these results is assigned to municipalities because it is precisely the employees of local self-government bodies in cities and settlements who deal directly with people, take on all the difficulties, and practically carry out the tasks. In recent years, those who systematically work with their local communities have indeed brought things into order and continue systematic improvements. Today, the All-Russian Association for the Development of Local Self-Government effectively helps to establish such work.”I am confident that our continued joint teamwork — of the federal center, regions, municipalities — despite all the complexities, will continue to bring visible results for the benefit of Russians,” noted Marat Khusnullin.
The Deputy Prime Minister noted that the construction complex has become one of the leading drivers of city development, a source of investment growth and an increase in the capitalization of territories. Since 2020, the volume of construction work has increased by more than a third, and every ruble invested in the sector has brought 1 ruble 68 kopecks of added value to the economy.
The head of the Ministry of Transport, Andrey Nikitin, also took part in the panel session, during which he spoke about the department’s approach to joint work with the regions and municipalities for the development of the transport system.
“The problem of the quality of municipal roads is becoming more acute. Therefore, we are changing our memorandums with the subjects of the Federation. This is one of the principle tasks set unconditionally by the President to ensure access to social infrastructure facilities: schools, hospitals, FAPs. We begin to closely examine together with the regions how the program proposed and financed from the federal budget allows addressing specific residents’ issues. Each annual plan of our joint work will contain a list of specific social facilities to which access will be provided.”There is one more priority, the most sensitive topic – public transport.
