Tokyo, April 21 /Xinhua/ — The Japanese government on Tuesday officially reviewed the “three principles on the transfer of defense equipment and technology” along with guidelines on their application, in order to ensure the export of weapons abroad, including lethal ones. This was reported by the Kyodo News Agency.
Changes were approved by the Cabinet of Ministers and the National Security Council.
Considering the current changes, it will be possible to export any technology without applying the previously imposed restrictions, allowing only the transfer of equipment intended for five purposes — rescue operations, transportation, warning, surveillance, and demining. Instead, this military equipment will be divided into the categories “weapons” and “non-weapons” depending on whether it has lethal potential.
Although these changes in principle prohibit arms exports to countries where conflicts occur, they allow exceptions “in special circumstances” that take into account Japan’s security needs.
