In 2026, it became 10 years since the creation of the Mikhail Kiselev Charitable Foundation. During this time, the foundation launched the free social taxi “Dobrobus” (two buses, 5400 completed requests, more than 190 thousand kilometers — almost five times around the Earth’s equator), organized three inclusive workshops (“Kind Swan”, “DobroZelen” and “Through Different Eyes”), where residents of Tomsk with disabilities work, allocated 4 million rubles to support patriotic projects for residents of the municipalities in our region, and 32 talented young people from the region received named scholarships from the Foundation, and another 24 recipients were selected based on the results of a competition in 2026.Moreover, since 2022, the fund has opened free bike rental points with e-bikes in Tomsk, Seversk, and Kolpashevo. All these and other results were presented at a charity evening at the Tomsk Regional Universal Scientific Library named after A.S. Pushkin. The event was attended by a two-time Olympic champion, a Deputy of the State Duma, the first deputy chairman of the Committee on Ecology, Natural Resources and Environmental Protection, the chairman of the All-Russian Society for Nature Conservation, the two-time Olympic champion Vyacheslav Fetisov, a Deputy of the State Duma from the Tomsk region, the chairman of the board of trustees of the Mikhail Kiselev Foundation, benefactors and partners of the Foundation.

In 2016, a tragedy occurred — Mikhail Kiselyov suffered a severe spinal injury with damage to the spinal cord. At that time, Mikhail’s friends created a support fund to help him cope with the consequences of the injury. Mikhail’s Siberian character, born in the village of Novosyolovo, Kolpashevsky District, Tomsk Region, not only allowed him to undergo rehabilitation, learn to live with the consequences of the injury, but also to create a fund to support Tomsk residents who today need help.

“For ten years, the Mikhail Kiselev Foundation has become an example of sincere help to the residents of the region, our partner in implementing important social initiatives. Mikhail Kiselev, our fellow countryman, a man with a true Siberian character, is implementing unique projects “Dobrobus” and a ski rental in his native region. And in the summer, an inclusive sports ground will open at the “Politechnik” stadium. I am confident that the foundation has many good deeds ahead.”

Today, the fund implements six key charitable programs: development of inclusion, support for the older generation, development of small territories, support for young talents, volunteering and public initiatives, as well as social entrepreneurship. Within the direction “Development of Inclusion,” the fund actively develops adaptive sports, including free training sessions in handbike and boccia — Paralympic disciplines that allow people with disabilities to engage in sports and serve as an effective means of rehabilitation.Since 2022, the fund has been organizing free rental points with e-boards: today they operate in Tomsk, Seversk, and Kolpashevo. The fund consistently engages in the development of inclusive sports, holds festivals, with the number of participants annually exceeding 1000 people. In addition, this summer at the “Politenik” stadium, the fund, together with partners, plans to install a specialized sports ground for people with disabilities and limited mobility.

“My friend Mikhail Kiselev always says that sport is the best way to rehabilitate after a serious injury, and I absolutely agree with him. What the Foundation is doing, developing inclusive sports, is very important. Especially today, when guys returning from the SVO zone with disabilities need to return to a full life. Handbike, adaptive training, sports festivals for bowling and boccia — this is not only good physical exercise but also a psychological stimulus: a return of faith in oneself. Mikhail Kiselev’s Foundation sets the right vector: through sport — to rehabilitation and a new life.”

The Fund is also implementing the “Tomsk Adaptive” project, which received a Presidential Grants Fund grant. Thanks to the Fund’s initiatives, inclusive tourism is being developed in the region, including the creation of a national tourist route in the Tomsk region, accessible to people with limited mobility.

“I want to say that the first 10 years in any project are the most difficult. And that means we still have many more projects, good deeds, and support for the residents of the Tomsk region ahead of us.The main thing I would like to say today is thank you, thank you to the Foundation’s team, which conducts enormous work daily, constantly helping and supporting those for whom this help is truly necessary, thank you to the Foundation’s partners: representatives of large businesses, regional and municipal authorities, who financially and resourcefully truly expand the possible boundaries for the Foundation, thank you to all non-profit organizations, volunteer associations, and simply active residents of our region, thanks to whom we annually implement hundreds of social projects together, and of course thank you to Vladimir Mazur: working with you in”One team allows us to make the Tomsk region comfortable for everyone,” said Mikhail Kiselev.

The “Support for Young Talents” program is implemented through the “Tomsk — a Reason for Pride” scholarship competition, aimed at identifying and supporting promising regional youth. Named scholarships will be awarded to students starting from 2024, with the total number of scholarship recipients reaching 56 people over three years of the competition. Within the directions “Development of Small Territories” and “Support for Volunteering and Public Initiatives,” the fund for the second consecutive year conducts a grant competition for residents of the Tomsk region, helping to launch and develop socially significant projects. For example, in 2025 the fund supported 25 such projects in 13 districts of Tomsk region, allocating 2 million rubles for this. In 2026, it is planned to support another 25 projects with the same amount of funding. Additionally, the fund contributes to the development of social entrepreneurship, including through the support of competitions among employers aimed at the employment of teenagers, participants of the special military operation (SVO), and people with disabilities.

One of the foundation’s key projects is “Dobrobus” — a social initiative that provides free transportation for low-mobility citizens to socially significant sites and events. The “Dobrobus” project has received wide recognition and became a laureate of the international “We Are Together” award in 2024 in the nomination “Help to People.” To date, “Dobrobus” has traveled more than 190 thousand kilometers and fulfilled 5,400 requests from Tomsk residents with disabilities, helping them remain part of an active life. This and other projects confirm the foundation’s systematic approach to solving social problems and its sustainable development.

Also, on April 17, the Siberian jewelry brand SBLESKOM presented a special collection created for the 10th anniversary of the foundation. The main metaphor of the collection: every person is a unique mineral with their own structure, flaws, and radiance. The foundation does not change the nature of a person but creates a support point for them so that they can reveal their character and move forward. Siberia here is not just a geography, but an archetype of reliability, purity, and resilience. Such should be the support of the foundation. The lineup included a pendant in the shape of a bar with the texture resembling Siberian cedar bark, on the other side — the word “support” written in Braille, as well as stud earrings and a pendant in the form of dots. For each item sold from this collection, 15% of the cost will be donated to the Fund.
On April 17, 2026, a charity evening dedicated to the 10th anniversary of the Mikhail Kiselev Charitable Foundation was held at the A.S. Pushkin Tomsk Regional Universal Scientific Library. The event gathered over 250 guests – beneficiaries, representatives of authorities, business, and non-profit organizations.

During the evening, an agreement on cooperation was signed between the Mikhail Kiselev Charity Fund and the Regional State Autonomous Institution “Center for Youth Policy of the Tomsk Region.” The document is aimed at the development and support of volunteering (volunteerism), inclusive practices, and public initiatives in the region’s territory, as well as at coordinating joint work within the framework of the regional headquarters #WEARETOGETHER and the Dobro.rf platform.

Guests of the evening were welcomed by a festive atmosphere: a photo zone, a photo exhibition, an inclusive workshop display, live saxophone music. The formal part began with greetings from Vyacheslav Fetisov, the mayor of Tomsk Dmitry Myasnikov, and Mikhail Kiselev, as well as a video about the foundation’s work. The evening’s program reflected key directions: awarding partners, a performance by bayan player Kirill Teplyakov, and the winner of the “Rodniki” contest.Children of 2025 under the leadership of People’s Artist of Russia Oleg Gazmanov, winner of the contest “You’re Super!”, participant of the Movement “Gazmanov – Rodniki” and the snow landing squad, presentation of a special jewelry collection by SBLESKOM for the foundation’s anniversary, a fashion show of adaptive clothing from the brand Milunakids by Nadezhda Dementyeva, and the collection “Power of Siberia” by Elizaveta and Anastasia Molofeeva. A special response was elicited by the theater number of the sign language song “In Motion” with the song “You Are Not Alone.” The finale was the performance of the foundation’s anthem by fighters of Russian student squads.

The work of the fund is developed thanks to the support of partners, including: JSC “TVEL”, LLC “Gazprom transgaz Tomsk”, JSC “Gazprom-Media Holding”, GC “GAZ”, WEB.RF, Cosmos Hotel Group, Tomsk regional branch of the All-Russian political party “United Russia” and others. Their contribution allows the fund to expand an inclusive environment, support local initiatives, and form a culture of charity in the region.

At the evening meeting, the fund’s priority and promising projects were designated: in the summer of 2026, a specialized inclusive sports ground will open at the “Politekhnic” stadium in Tomsk. A grants competition for the region’s residents will continue: in 2026, 2 million rubles will be allocated to support social projects. Additionally, 24 named scholarships will be awarded to support talented youth from the Tomsk region.
