Deputy Chairman of the Government Tatyana Golikova took part in the Ministry of Health board meeting, which was held at the National Center “Russia.” At the board meeting, the results of the ministry’s work in 2025 were summed up, and plans for 2026 were also discussed.

The Deputy Prime Minister noted that at the end of last year, President Vladimir Putin approved a new Healthcare Development Strategy until 2030. The document was developed with the aim of ensuring national security in the field of healthcare and defined the country’s healthcare development goals – improving the quality of medical care and increasing its accessibility for citizens, respecting their rights in the health protection sphere, and providing state guarantees related to these rights.According to the decree of the President, regions must be guided by the provisions of the Strategy and ensure the introduction of the necessary changes to the regional socio-economic development strategies.

Among the tasks designated in the Strategy for the Development of Healthcare is the fight against pre-diseases and risk factors for developing diseases, increasing citizens’ motivation to lead a healthy lifestyle, dynamic monitoring of citizens’ health status by identifying changes in the body that may lead to premature aging.

“From 2026, the state guarantees program will include a separate section on providing medical care using telemedicine technologies. The possibility of increasing the population coverage with preventive measures should be ensured, including through the modernization of health centers,” emphasized Tatyana Golikova.

Moreover, she noted that the basic compulsory medical insurance program (OMC) is supplemented by the possibility of remote monitoring of the health status of patients with high blood pressure or blood sugar levels, including in the center for healthy longevity medicine.

“One of the main tasks is to create conditions for improving the quality and safety of medical care, increasing its accessibility, as well as growing public trust in the healthcare system. It is necessary to ensure dynamic monitoring of all patients, timely prescribe or adjust therapy if needed, or refer for specialized care, including high-tech medical care,” said the deputy prime minister. Accessibility of high-tech medical care is increasing. In 2025, more than 1.7 million people received it, which is 11% higher compared to 2024.Since this year, the VMP section has been supplemented with innovative transplantation methods and contains 14 profiles.

Tatyana Golikova emphasized that great attention is paid to the development of medical rehabilitation, including for citizens with limited health capabilities. Thus, last year the network of medical organizations providing rehabilitation assistance increased by 16% compared to 2024. This allowed to increase the coverage of the population with medical rehabilitation by 12%. Starting from 2026, in the state guarantee program and standards of the volume of medical care, independent standards for the profile “medical rehabilitation” have been allocated.

She added that for the first time in the Strategy, significant attention is paid to medical science, the introduction of new medical and genetic technologies, the development of personalized medicine technologies. The main instruments are the national project “New Technologies for Health Preservation,” the state program “Scientific and Technological Development,” and the federal scientific and technological program for the development of genetic technologies.

Minister of Health of Russia Mikhail Murashko noted in his report that in 2025 the healthcare system reached a new level. “2025 became the first year of the full-scale implementation of the new phase of the industry’s development, the implementation of new national projects,” he said.

The minister noted that, relying on the foundation of completed national projects, the system of healthcare is being set goals of an even larger scale. According to him, the Healthcare Development Strategy until 2030 is designed to address the most significant challenges of national security in the field of citizens’ health care, such as:

· increase in the proportion of working-age and older citizens,

· increased accessibility of medical care and the level of satisfaction of the population with it,

· Formation of technological sovereignty.

The minister also highlighted 15 key tasks for the development of healthcare, which define the work of the entire medical community:

· Four of them form the foundation — prevention, preservation, and multiplication of the people,

· also among the priorities: development of medical rehabilitation, improvement of sanatorium-resort treatment, ensuring biological safety and the development of a threat prevention system,

· Two tasks concern improving the mechanisms of financing medical care and ensuring the development of blood services,

· Four more – technological breakthrough and development of personalized medicine, information systems supporting medical decision-making based on artificial intelligence,

· The last one is the complete integration of historical regions into a single healthcare system of the Russian Federation.

“This is an issue not only of infrastructure, but also of equal rights of citizens to quality medical care regardless of their place of residence,” emphasized the head of the Ministry of Health of Russia.
