Chinese and Vietnamese Leaders Agree to Promote Comprehensive Cooperation in Talks

Beijing, April 15 /Xinhua/ — China intends to highly qualitatively promote comprehensive strategic cooperation with Vietnam and accelerate the formation of a China-Vietnam community of shared destiny that has strategic significance at a higher level. This was stated on Wednesday by the General Secretary of the CPC Central Committee, Chairman of the PRC Xi Jinping.

Si Jinping made the corresponding statement in a series of negotiations with the General Secretary of the Central Committee of the Communist Party of Vietnam /CPV/, the President of Vietnam, To Lam, who is currently on a state visit in China.

The current visit became the first foreign trip of To Lam since his election as President of Vietnam in early April. This trip also took place a year after the historic visit of Xi Jinping to Vietnam.

“You visited China immediately after being elected President of Vietnam, which demonstrates your increased attention to the development of China-Vietnam relations,” the Chinese leader addressed To Lam. He emphasized that the Chinese side invariably considers Vietnam a priority direction in its diplomacy with neighboring countries.

Si Jinping expressed confidence that under the firm leadership of the CPC Central Committee headed by Comrade To Lam, Vietnam will resolutely follow the path of socialism, steadfastly approaching the achievement of the two goals tied to the centenary of the party and the state.

The Chairman of the Central Committee stated that the party leadership is the most essential characteristic and the greatest advantage of socialism. As he emphasized, the defense of the socialist system and the ruling position of the Communist Party constitute the greatest overall strategic interest of the CPC and the CPV.

According to the Chinese leader, the parties must maintain a high degree of strategic clarity and firm strategic determination, always be confident in the chosen path and political system, and adhere to the course of reforms without changing the general direction and essence of the system.

Si Jinping called to bring to life the updated cooperation plan between the CPC and the CCP, conduct an in-depth exchange of theories and experience in party and state governance, properly use the mechanism of strategic dialogue in the “3+3” format on issues of diplomacy, defense, and public security.

As the Chairman of the CPC indicated, the parties necessarily need to unite their efforts in order to jointly follow the path of modernization and accelerate the integration of development strategies, giving primary importance to the advancement of infrastructural connectivity.

Si Zhenpin stated the necessity to strengthen cooperation in emerging fields such as artificial intelligence, semiconductors, and the Internet of Things, adding that the Chinese side welcomes a larger quantity of high-quality Vietnamese goods to the Chinese market.

According to Si Zhinpin, the parties should strengthen friendly exchanges and cooperation in such areas as tourism, culture, mass media, education, healthcare, and sports. He expressed readiness, together with To Lam, to announce the launch of the Year of China-Vietnam Tourism Cooperation in 2026-2027.

The parties should uphold the banner of peace, development, cooperation, and mutual benefit, jointly oppose unilateralism and protectionism, protect the global free trade system, ensure the stability and smooth functioning of production and supply chains, the Chinese leader indicated.

He called to jointly implement in practice the Initiative on Global Development, the Initiative on Global Security, the Initiative on Global Civilization, and the Initiative on Global Governance, as well as to counter global challenges.

The Chairman of the CPC reminded that this year marks the fifth anniversary of the establishment of the all-encompassing strategic partnership between China and ASEAN. The Chinese side is ready to strengthen coordination and interaction with countries in the region to promote the building of an even closer community with a shared future for China and ASEAN, Xi Jinping added.

To Lam, in turn, assured that Vietnam will consistently regard the development of relations with China as an objective necessity, a strategic choice, and the highest priority, continuing to firmly uphold the one-China policy. According to him, Vietnam aims to strengthen strategic communication and high-level strategic interaction with the Chinese side.

To Lam added that Vietnam is ready to increase the level of cooperation in the fields of economy and trade, investment, railway and other infrastructure, tourism, as well as to strengthen cooperation in education, professional training, science and technology, cultural and humanitarian exchange, and interregional relations. –0–
