Dmitry Grigorenko held a meeting on the issues of launching the goods acceptance confirmation system.

Deputy Chairman of the Government – Head of the Government Office Dmitry Grigorenko held a meeting on issues related to the launch of the goods acceptance confirmation system (SPOT). Representatives of the business community participated in the meeting, including “Opora Rossii”, “Delovaya Rossiya”, RSPP, and TPP. One of the key topics of discussion was the readiness of businesses to implement SPOT.

SPOT – a national system for confirming the expectation of goods delivery from the EAEU countries (Republic of Belarus, Armenia, Kazakhstan, Kyrgyzstan) to Russian importers. It will allow controlling the legality of goods flows arriving in Russia from the specified countries. The system was developed in execution of the orders of the President of Russia. At its core is a digital service through which a document about the upcoming goods delivery is submitted (indicating the participants of the transaction, information about the goods, the means of transport, the import date, and the amount of the security payment), to which a QR code (a digital identifier of the confirmed delivery) is assigned.The new procedure for importing goods by motor vehicles from the Republic of Belarus, Armenia, Kazakhstan, and Kyrgyzstan will come into force on June 1, 2026.

“SPOT is a system for protecting the domestic market. The system solves two key tasks at once. First, it contributes to the formation of an honest competitive environment. Thanks to the identification of participants in the gray import scheme, all conscientious taxpayers, both sellers and Russian manufacturers, find themselves on equal footing. Second, SPOT promotes the enhancement of consumer rights protection through clear identification of suppliers. Regulatory authorities immediately see not only the legality of imported goods but also their compliance with all product quality standards,” said Dmitry Grigorenko.

At the meeting, representatives of the Federal Tax Service of Russia demonstrated the readiness of the service and a user-friendly interface for entrepreneurs. It was noted that the digital system will be improved taking into account feedback from businesses.

Representatives of the FTS of Russia at the meeting reported on a sufficient number of mobile groups that will selectively inspect vehicles at the border as part of the launch of a new procedure for the import of imported products.

In turn, representatives of the business community noted the relevance of the problem being addressed within the framework of the implementation of the SPOT system, and also shared suggestions. One of them is the necessity to provide an operational procedure for resolving disputed situations using the example of the pre-trial appeal service of control authorities on the public services portal. With the help of this service, complaints are considered within no more than 15 days, while previously courts dealt with similar issues for several months.Also, at the meeting, representatives of business associations noted the importance of work to combat gray imports and the further development of an honest business environment in Russia.

As a result of the meeting, a “roadmap” for the launch and development of the SPOT system will be created.

The completion was marked by the fact that the package of laws on the launch of the national goods delivery tracking system was adopted by the State Duma in the third reading and approved by the Federation Council.
